4.2.4 Alternative 3 – Hybrid<br />
Alternative 3 combines elements <strong>of</strong> Alternatives 1 and 2. After the first two alternatives<br />
were analyzed, the project team reviewed the results and eliminated some projects as<br />
being unacceptable to the <strong>City</strong>, or unfeasible due to existing built environments or<br />
sensitive ecological areas. The project team then looked at the remaining projects in<br />
the two initial alternatives and developed a list <strong>of</strong> projects for Alternative 3 that<br />
combined the most likely and acceptable projects for Alternative 3. The list <strong>of</strong> projects<br />
included in Alternative 3 is shown in Table 4-3. Figure D-3 in Appendix D shows the<br />
changes in the model network associated with this alternative.<br />

These projects were coded into the future year model and the model was run to project<br />
future traffic volumes for the <strong>City</strong> <strong>of</strong> <strong>Oviedo</strong>. The model results were converted to AADT<br />
and peak hour / peak direction volumes and compared to the future capacities based on<br />
the future year number <strong>of</strong> lanes in the alternative. A comparison table located at the<br />
end <strong>of</strong> this section, Table 4-5, shows the resulting future year volumes and peak hour/<br />
peak direction LOS for this alternative, highlighted in green.<br />
As shown in Table 4-5 there are 12 roadways segments that fail in this Alternative, and<br />
an additional 13 that operate deficiently with regard to the adopted LOS standard. This<br />
Alternative performs best in terms <strong>of</strong> having the fewest number <strong>of</strong> facilities operate at<br />
LOS F – but has more deficient segments based on the adopted LOS standard than<br />
Alternative 1. This Alternative also excluded projects that were deemed unfeasible due<br />
to environmental considerations to a greater extent than the previous two alternatives.<br />
This Alternative focuses on creating a balance between adding capacity to failing<br />
segments and increasing connectivity in the system. This Alternative is more consistent<br />
with the guiding principles, as it avoids six (6) laning facilities and creates new corridors<br />
and connections. These new connections are typically two lane roadways that could be<br />
designed accommodate other modes. Figure 4-5 shows the deficient roadways<br />
included in this Alternative.<br />
