It is recommended that the preferred rack type be the “inverted U”, and that any other type of rack considered for use support the bicycle frame at two points above the wheel hubs. 5.10 Facilities Guidance 1. Require bicycle and pedestrian facilities on all roadway projects, including resurfacing projects. Bicycle facilities on urban area roadways are defined as signed and marked bicycle lanes. In more rural areas, bicycle lanes are still preferred, but paved shoulders are acceptable. Pedestrian facilities outside the urban and transitioning area will be considered on a case-by-case basis. 2. Where possible, roadway lanes should be narrowed for inclusion of signed and marked bicycle lanes. FDOT allows roadway lanes to be narrowed to 11 feet in most cases, and based on Transportation Design for Livable Communities (Chapter 21, FDOT Plans Preparation Manual) lanes can be narrowed down to 10 feet on urban roadways having low volumes of truck traffic, generally less than 10%. Generally, the outside lane of a roadway needs to be a minimum of 14 feet wide (not including gutter width) to include a standard signed and marked bicycle lane. 3. On non-state roadways in urban areas having posted speeds of 35 mph or less, very low volumes of truck traffic (5% or less), and outside lane widths of 14 feet, bicycle lanes should still be considered; undesignated bicycle lanes as narrow as 3 feet (not including gutter width) can be installed in some locations. Studies have shown that most bicyclists prefer an exclusive area to a wide curb lane, even if the area is not formally dedicated. FDOT research reveals that bike lanes create more appropriate placement and more predictable movements for bicyclists and motorists. Alt. US 98 in Panama City Beach has 10- foot lanes (which easily accommodate large trucks) adjacent to 5-foot designated bike lanes (4 feet of asphalt, plus gutter pan). Lockwood Road, a 4-lane, non-state arterial, has been restriped to include 10.5 foot travel lanes and 3.5 foot undesignated bike lanes. The posted speed is 35 4. If a bicycle lane is not feasible (either designated or undesignated), provide a wide outside travel lane where possible. 5. All new signals or signal modifications shall include installation of marked crosswalks and pedestrian signal heads; countdown timers will be used at a minimum for all signalized crossings of 4 lanes or more. All signals in downtown areas having significant pedestrian activity shall be set up with pedestrian indications on automatic recall (no button push required).
