Intersection LOS is measured in terms of the average delay in seconds per vehicle
experienced as a result of traffic control devices, i.e., delay at a signal. Ten intersections
in the study area have been analyzed for the PM peak hour using the Highway Capacity
Software (HCS) 2000. Table 2-2 shows the existing PM peak hour level of service of the
selected intersections as well as the delay in seconds per vehicle associated with each
approach to the intersection. The table indicates that four (4) of the existing
intersections are operating with acceptable conditions. Six (6) of the analyzed
intersections within the City limits are experiencing delays to the point of operating at
LOS F, listed below:
• County Road 419 and County Road 426 / Railroad Street
• Lockwood Boulevard and County Road 419
• Lockwood Boulevard and Mitchell Hammock Road
• State Road 434 and Mitchell Hammock Road
• State Road 426 and Mitchell Hammock Road / Red Bug Lake Road
• Mitchell Hammock Road and Alafaya Woods Boulevard
* The eastbound dual left turn lanes have been adjusted with a lane utilization factor of 0.6 to accommodate more vehicles using the leftmost turn lane.
The results of the existing roadway and intersection LOS analysis are summarized in
Figure 2-4 and the HCS outputs are included in Appendix B.
