Giving Voice to the Impacts of Values Education The Final Report of ...

Cluster selection for <strong>the</strong> VASP<br />

One hundred and forty compliant VASP applications<br />

were received from around Australia. Curriculum<br />

Corporation worked with State and Terri<strong>to</strong>ry<br />

education authorities <strong>to</strong> identify a short-list <strong>of</strong><br />

30 applications.<br />

A National Selection Panel, comprising key<br />

jurisdictional stakeholders, parent organisations,<br />

principals and values education academic experts<br />

met <strong>to</strong> recommend 15 applications <strong>to</strong> DEEWR. <strong>The</strong><br />

final 15 successful cluster projects were selected and<br />

announced by DEEWR on 28 November 2008.<br />

Cluster Support Group<br />

At cluster level, <strong>the</strong> VASP was managed by a Cluster<br />

Coordina<strong>to</strong>r and Deputy Coordina<strong>to</strong>r, in conjunction<br />

with <strong>the</strong> Cluster Support Group (CSG) established<br />

by each cluster. <strong>The</strong> role <strong>of</strong> <strong>the</strong> CSG was <strong>to</strong> steer <strong>the</strong><br />

cluster throughout <strong>the</strong> course <strong>of</strong> <strong>the</strong> project and <strong>to</strong><br />

ensure accountability in <strong>the</strong> form <strong>of</strong> completed midproject<br />

and final reports for DEEWR on <strong>the</strong> outcomes<br />

and impact <strong>of</strong> <strong>the</strong>ir values project.<br />

Additional members <strong>of</strong> each CSG were <strong>the</strong><br />

Curriculum Corporation Project Managers, <strong>the</strong><br />

University Advisor and <strong>the</strong> State and Terri<strong>to</strong>ry <strong>Values</strong><br />

<strong>Education</strong> Contact Officers.<br />

University Advisors<br />

A University Advisor was identified and matched<br />

<strong>to</strong> each cluster as an additional form <strong>of</strong> support<br />

in conducting <strong>the</strong> VASP. <strong>The</strong> role <strong>of</strong> <strong>the</strong> University<br />

Advisor included:<br />

• support <strong>to</strong> <strong>the</strong> cluster in <strong>the</strong> initial design <strong>of</strong><br />

<strong>the</strong>ir project<br />

• expert advice on ga<strong>the</strong>ring and analysing data<br />

as a means <strong>of</strong> evaluating project impact and<br />

reporting on project outcomes<br />

• support in maintaining focus on project<br />

objectives and outcomes<br />

• advice on pedagogy and pr<strong>of</strong>essional learning.<br />

<strong>The</strong> University Advisors completed a report for<br />

DEEWR on <strong>the</strong> outcomes and impact <strong>of</strong> <strong>the</strong> cluster’s<br />

values project.<br />

National briefing sessions<br />

Two national briefing sessions were convened at<br />

key points in <strong>the</strong> VASP as a means <strong>of</strong> supporting<br />

Cluster Coordina<strong>to</strong>rs and Deputy Coordina<strong>to</strong>rs,<br />

University Advisors and <strong>the</strong> State and Terri<strong>to</strong>ry<br />

<strong>Values</strong> <strong>Education</strong> Contact Officers. <strong>The</strong> first briefing<br />

session was held in Melbourne in December 2008 <strong>to</strong><br />

assist clusters in identifying <strong>the</strong> focus <strong>of</strong> <strong>the</strong>ir values<br />

projects and <strong>to</strong> commence <strong>the</strong> planning process. <strong>The</strong><br />

second briefing session was held in Canberra in April<br />

2009 at <strong>the</strong> point where <strong>the</strong> clusters were expected<br />

<strong>to</strong> have commenced <strong>the</strong>ir projects and <strong>the</strong> process <strong>of</strong><br />

reflecting on next steps. This second session<br />

was conducted prior <strong>to</strong> <strong>the</strong> National <strong>Values</strong><br />

<strong>Education</strong> Conference.<br />

Evaluation Summit<br />

An Evaluation Summit was held in Melbourne in<br />

Oc<strong>to</strong>ber 2009. <strong>The</strong> purposes <strong>of</strong> this summit were for<br />

participants <strong>to</strong>:<br />

• share, through a poster presentation, <strong>the</strong><br />

activities <strong>of</strong> <strong>the</strong>ir cluster projects<br />

• evaluate <strong>the</strong> outcomes <strong>of</strong> <strong>the</strong> cluster using <strong>the</strong><br />

Most Significant Change technique<br />

• discuss future directions for <strong>the</strong>ir schools and<br />

communities in relation <strong>to</strong> values education<br />

• consider what <strong>to</strong> include in <strong>the</strong>ir final reports<br />

for DEEWR.<br />

<strong>The</strong> Evaluation Summit involved teacher, student<br />

and parent participants from each cluster who were<br />

invited <strong>to</strong> read through <strong>the</strong> s<strong>to</strong>ries <strong>of</strong> change from<br />

each cluster (14 in <strong>to</strong>tal) selected for evaluation; <strong>to</strong><br />

discuss and identify <strong>the</strong> key <strong>the</strong>mes <strong>of</strong> <strong>the</strong>se s<strong>to</strong>ries;<br />

and <strong>to</strong> select one s<strong>to</strong>ry from <strong>the</strong> corpus which <strong>to</strong><br />

<strong>the</strong>m represented <strong>the</strong> most significant change <strong>to</strong><br />

have emerged from <strong>the</strong> VASP.<br />
