on Kellstrom's Short Pod auxiliary power unit (APU) upgrade. "The fleet is aging," explained Boucourt. "The auxiliary power unit is a key system on these older airframes. By upgrading it, the operators of the aircraft are bringing that system to a level of operability that is lightyears beyond its original system. The APU is critical in determining how well and how fast the engine will start, and what systems can be operated on the ground without the need for the engines to be running." THE BRIEFINGS The rainbow fitting briefing and Boucourt's talk on the Short Pod were only two of many notable presentations at the conference. If you did not attend HOC 2009, here is a summary of some of the other critical briefings you missed. RAMP RIGGING Frank McElwain, Structural Analysis Department Manager, Lockheed Martin Aero, and Kostas Kriatsiotis, of the Hellenic Aerospace Industries, gave a talk that went into detail on ramp rigging issues. The brief included a refresher on previously documented rigging problems and discussed recent discrepancies, structural impacts, the kinematics of hook actuation and lock, and structural impacts. The goal of the brief was to discuss at length what has been identified as the three main challenges reported by operators involving the C-130 cargo ramp and the consequences they present: • Excessive side-to-side movement. • An open ramp with hooks extended. • A hook at ramp station 10 that consistently does not engage its hook retainer. A series of news articles relating to ramp rigging over the last 20 years was presented. Hellenic Aerospace presented actual problems dealing with rust and corrosion and lock failure and discussed how these problems have been resolved and still are being addressed. Upgrades and repositioning of ramp hook retainers were discussed, as were specific problems and valuable solutions to particular cargo door rigging issues. Kriatsiotis concluded the brief: "The C-130 ramp design is robust and versatile, but occasionally it requires the removal and replacement of worn parts and attention to detail throughout very specific and lengthy rigging procedures." SAFETY LESSONS Tom Lewis with Lockheed Martin Aero, Aviation Safety and Airworthiness, gave an intriguing talk on safety lessons learned by examining past incidents of aircraft failure. In the brief, several case studies were presented involving crashes of C-130 and L-382 aircraft. Each case was broken down into a specific series of events and subsets, identified by Lewis, that led to, or may have contributed to the incident. Three scenarios were presented in examining the cause of each failure: 1) crew miscalculation, 2) crew control and reaction, and 3) controlled flight into terrain. In each scenario, Lewis applied his forensic expertise and discussed what might have been done differently with an eye toward preventing future similar events. NAVAIR Rod Kirkland of the C-130 Fleet Support Team (FST), U.S. Naval Air Depot Cherry Point, North Carolina, presented a brief on U.S. Navy avionics issues. And operators should consider replacing existing back shells with enclosed back shells with strain relief." In addition, Kirkland discussed a general wire damage bulletin that was issued for the KC-130J, a Rapid Action Maintenance/Minor Engineering Change (RAMEC) for APU wiring damage, and a potential chafe hazard between wire harness assembly 16MA001 and the forward-right corner of CNI-SP No. 2. He pointed out that while rare, side beam failures have occurred from time to time in the commercial fleets. LAC takes such failures very seriously.
