A. The State is committed to providing Peace Officer protective and safety<br />

equipment for the personal protection of its employees, taking into consideration<br />

the various work environments and the inherent risks of various job assignments.<br />

B. The State shall determine the protective equipment and/or clothing to be issued,<br />

by employee class and job assignment. Protective equipment may include such<br />

items as: department-issued badges, handguns, holsters, handcuffs, handcuff<br />

cases, handcuff keys, batons, chemical agents, riot helmets, gas masks, personal<br />

alarm devices and CPR masks. For camps, it may include nomex and helmets.<br />

C. The Department of the Youth Authority (CYA) shall issue a personal alarm<br />

device to each CYA <strong>Correctional</strong> Peace Officer assigned to institutions. CYA<br />

shall issue chemical agents and handcuffs and handcuff keys to each member of<br />

the security staff as defined by management. Additionally, the Department of the<br />

Youth Authority shall issue chemical agents and handcuffs to all Youth<br />

<strong>Correctional</strong> Counselors.<br />

D. The departments shall issue handcuffs and handcuff keys to those on-duty Peace<br />

Officers in designated positions requiring regular and frequent inmate contact and<br />

control responsibilities. As an alternative, the handcuffs shall at least be available<br />

in close proximity.<br />

E. All ammunition issued to employees shall be in appropriate ammunition pouches<br />

for purposes of access and safety.<br />

F. The CDC shall continue providing personal alarm device systems for various<br />

employees.<br />

G. Side-Handle Batons:<br />

1. Department of Corrections<br />

a. Each CDC <strong>Correctional</strong> Officer shall receive two (2) hours<br />

annual training in the use and certification of a side-handle<br />

baton, as well as two (2) hours annual proficiency training,<br />

except for those assigned to Camps, Community<br />

<strong>Correctional</strong> Facilities, and Parole Regions.<br />

b. The description, use, training, reporting requirements and authorization relating to<br />

batons shall comply with the provisions specified in the Department Operations<br />

Manual, beginning with Section 55050.18.1, and Administrative Bulletin 89/01.<br />

c. In all Level II, III and IV male facilities, the side-handle baton is authorized for<br />

routine issue to <strong>Correctional</strong> Officers assigned to Administrative Segregation<br />

Units, Security Housing Units, Special Emergency Response Teams (SERT),<br />

Security Squads, Transportation Teams, Search and Escort positions, Escape<br />

Pursuit Details, inmate living units (floor), yards, vocational/educational areas,<br />

Industries, Culinaries, Condemned Units, the correctional division at Patton State<br />

Hospital and any additional position deemed necessary by the warden. Each<br />

warden shall also designate secure areas for the location of batons for emergency<br />

response.<br />

d. In female facilities, the side-handle baton is authorized for routine use by<br />

<strong>Correctional</strong> Officers assigned to Administrative Segregation Units, Security<br />

Housing Units, Special Emergency Response Teams (SERT), Security Squads,
