(2) A dissemination control marking used to identify unclassified information of a sensitive
nature, not otherwise categorized by statute or regulation, the unauthorized disclosure of which
could adversely impact a person’s privacy or welfare, the conduct of Federal programs, or other
programs or operations essential to the national interest.
Freedom of Information Act (FOIA): The Freedom of Information Act, 5 U.S.C. 552, enacted in
1966, statutorily provides that any person has a right, enforceable in court, to access federal
agency records, except to the extent that such records (or portions thereof) are protected from
disclosure by one of nine exemptions or three exclusions.
Fusion Center: A collaborative effort of two or more agencies that provide resources,
expertise, and information to the center with the goal of maximizing the ability to detect,
prevent, investigate, and respond to criminal and terrorism activity. Recognized as a valuable
information-sharing resource, state and major urban area fusion centers are the focus, but not
exclusive points, within the state and local environment for the receipt and sharing of terrorism
information, homeland security information, and law enforcement information related
to terrorism.

Geospatial Intelligence: Intelligence derived from the exploitation of imagery and geospatial
information to describe, assess, and visually depict physical features and geographically
referenced activities on the Earth.
