(2) A dissemination control marking used to identify unclassified in<strong>for</strong>mation of a sensitive<br />

nature, not otherwise categorized by statute or regulation, the unauthorized disclosure of which<br />

could adversely impact a person’s privacy or welfare, the conduct of Federal programs, or other<br />

programs or operations essential to the national interest.<br />

Freedom of In<strong>for</strong>mation Act (FOIA): The Freedom of In<strong>for</strong>mation Act, 5 U.S.C. 552, enacted in<br />

1966, statutorily provides that any person has a right, en<strong>for</strong>ceable in court, to access federal<br />

agency records, except to the extent that such records (or portions thereof) are protected from<br />

disclosure by one of nine exemptions or three exclusions.<br />

Fusion Center: A collaborative ef<strong>for</strong>t of two or more agencies that provide resources,<br />

expertise, and in<strong>for</strong>mation to the center with the goal of maximizing the ability to detect,<br />

prevent, investigate, and respond to criminal and terrorism activity. Recognized as a valuable<br />

in<strong>for</strong>mation-sharing resource, state and major urban area fusion centers are the focus, but not<br />

exclusive points, within the state and local environment <strong>for</strong> the receipt and sharing of terrorism<br />

in<strong>for</strong>mation, homeland security in<strong>for</strong>mation, and law en<strong>for</strong>cement in<strong>for</strong>mation related<br />

to terrorism.<br />

Geospatial: Describes any data containing coordinates defining a location on the Earth’s surface.<br />

Geospatial <strong>Intelligence</strong>: <strong>Intelligence</strong> derived from the exploitation of imagery and geospatial<br />

in<strong>for</strong>mation to describe, assess, and visually depict physical features and geographically<br />

referenced activities on the Earth.
