are currently three trainings: Chief Executive Briefing, Analyst Training, and Line<br />
Officer Training. In an attempt to reach all 800,000 law en<strong>for</strong>cement officers, the Line<br />
Officer Training is available in several online plat<strong>for</strong>ms, including www.mipt.org and<br />
www.leaps.tv.<br />
• Privacy and Civil Liberties Protections - The NSI requires each site to consider privacy<br />
throughout the SAR process by fully adopting the following NSI Privacy Protection<br />
Framework prior to NSI participation. This framework includes a privacy policy that<br />
is at least as comprehensive as the <strong>ISE</strong> Privacy <strong>Guide</strong>lines, compliance with the most<br />
current <strong>ISE</strong>-SAR Functional Standard, and completion of the privacy trainings.<br />
• Enabling Technology - To support the operational mission, NSI Federated Search<br />
facilitates in<strong>for</strong>mation sharing using the National In<strong>for</strong>mation Exchange Model (NIEM),<br />
allowing searches across a federated environment that uses a standardized data<br />
<strong>for</strong>mat. The FBI’s eGuardian system has been fully integrated into the NSI Federated<br />
Search.<br />
It is critical that SAR in<strong>for</strong>mation be submitted to the NSI Federated Search, including<br />
e-Guardian so it can be shared with the nation’s JTTFs.<br />
• Operational Process - The most important component of the program is supporting<br />
the operational mission. The job of homeland security, safety, or justice cannot be<br />
relegated to a fragmented approach, making a standards-based method <strong>for</strong> the<br />
gathering, processing, reporting, analyzing, and sharing of suspicious activity (also<br />
referred to as the SAR process) necessary. It is critical that there be integration<br />
of state, local, and tribal law en<strong>for</strong>cement agencies’ SAR processes into this<br />
nationwide ef<strong>for</strong>t.
