“The United States intelligence ef<strong>for</strong>t shall provide the President, the National Security<br />

Council , and the Homeland Security Council 1 . with the necessary in<strong>for</strong>mation on which<br />

to base decisions concerning the development and conduct of <strong>for</strong>eign, defense and economic<br />

policy, and the protection of United States national interests from <strong>for</strong>eign security threats.<br />

All departments and agencies shall cooperate fully to fulfill this goal.”<br />

The Director of National <strong>Intelligence</strong> (DNI) serves as the head of the <strong>Intelligence</strong> Community<br />

(IC), overseeing and directing the implementation of the National <strong>Intelligence</strong> Program<br />

and acting as the principal advisor to the President, the National Security Council, and the<br />

Homeland Security Council <strong>for</strong> intelligence matters related to the national security. The U.S.<br />

IC is a coalition of 17 agencies and organizations within the Executive Branch that works both<br />

independently and collaboratively to gather the intelligence necessary <strong>for</strong> conducting <strong>for</strong>eign<br />

relations and protecting national security. The primary mission is to collect and convey the<br />

essential in<strong>for</strong>mation the President and members of the policymaking, law en<strong>for</strong>cement, and<br />

military communities require to execute their appointed duties. Some agencies focus on specific<br />

problem sets, use selected intelligence disciplines, or support a primary customer set, but their<br />

overall mission is the same – to protect the United States from all threats.<br />
