Deconfliction: The process or system used to determine whether multiple law en<strong>for</strong>cement<br />
agencies are investigating the same person or crime and which provides notification to each<br />
agency involved of the shared interest in the case, as well as providing contact in<strong>for</strong>mation.<br />
This is an in<strong>for</strong>mation and intelligence-sharing process that seeks to minimize conflicts between<br />
agencies and maximize the effectiveness of an investigation.<br />

Deductive Logic: The reasoning process of taking in<strong>for</strong>mation and arriving at conclusions from<br />
within that in<strong>for</strong>mation.<br />
Deployment: The short-term assignment of personnel to address specific national securityrelated<br />
problems or demands.<br />
Dissemination (of intelligence): The timely distribution of intelligence products to intelligence<br />
consumers in a suitable <strong>for</strong>m (oral, written, or graphic).<br />
Downgrade: The process of editing or otherwise altering intelligence materials, in<strong>for</strong>mation,<br />
reports, or other products to conceal and protect intelligence sources, methods, capabilities,<br />
analytical procedures, or privileged in<strong>for</strong>mation in order to permit wider distribution.<br />
