“The United States <strong>Intelligence</strong> Community must constantly strive <strong>for</strong> and exhibit three characteristics essential<br />
to our effectiveness. The IC must be integrated: a team making the whole greater than the sum of its parts. We<br />
must also be agile: an enterprise with an adaptive, diverse, continually learning, and mission-driven intelligence<br />
work<strong>for</strong>ce that embraces innovation and takes initiative. Moreover, the IC must exemplify America’s values:<br />
operating under the rule of law, consistent with Americans’ expectations <strong>for</strong> protection of privacy and civil liberties,<br />
respectful of human rights, and in a manner that retains the trust of the American people.”<br />

<strong>Intelligence</strong> in<strong>for</strong>mation can be an extremely powerful tool. It is most useful when the<br />
consumer has a clear understanding of what intelligence can and cannot do. While laws,<br />
policies, capabilities, and standards are constantly changing, these general guidelines can help<br />
consumers make the most of this resource.<br />

• Decision advantage, by presenting in<strong>for</strong>mation and analysis that can improve<br />
the decisionmaking process <strong>for</strong> consumers and partners while hindering that of<br />
our enemies.<br />
• Warning of potential threats.<br />
• Insight into key current events.<br />
• Situational awareness.<br />
• Long-term strategic assessments on issues of ongoing interest.
