Threat: (1) A source of unacceptable risk. (2) The capability of an adversary coupled with his<br />
intentions to undertake actions detrimental to the success of program activities or operations.<br />
Threat Assessment: Appraisal of the threat that an activity or group poses to a jurisdiction, either<br />
at present or in the future, that may recommend ways to lessen the threat. The assessment<br />
focuses on opportunity, capability, and willingness to fulfill the threat.<br />
Top Secret: In<strong>for</strong>mation that if made public could be expected to cause exceptionally grave<br />
damage to national security.<br />

Unauthorized Disclosure: A communication or physical transfer, usually of sensitive but<br />
unclassified or classified in<strong>for</strong>mation, to an unauthorized recipient.<br />
Unclassified: In<strong>for</strong>mation not subject to a security classification, that is, in<strong>for</strong>mation not<br />
CONFIDENTIAL, SECRET or TOP SECRET. Although unclassified in<strong>for</strong>mation is not subject to a<br />
security classification, there may still be limits on disclosure.<br />
V<br />
Validity: In<strong>for</strong>mation which has some foundation, or is based on truth. Asks the question, “Does<br />
the in<strong>for</strong>mation actually represent what we believe it represents?”<br />
Variable: Any characteristic on which individuals, groups, items, or incidents differ.
