Indicator: Generally defined and observable actions that, on the basis of an analysis of past<br />
known behaviors and characteristics, collectively suggest that a person may be committing,<br />
preparing to commit, or has committed an unlawful act.<br />
Inductive Logic: The reasoning process of using diverse pieces of specific in<strong>for</strong>mation to infer<br />
(from the in<strong>for</strong>mation) a broader meaning through the course of hypothesis development.<br />
Inference Development: The creation of a probabilistic conclusion, estimate, or prediction<br />
related to an intelligence target by using inductive or deductive logic in the analysis of raw<br />
in<strong>for</strong>mation related to the target.<br />
In<strong>for</strong>mant: An individual not affiliated with a law en<strong>for</strong>cement agency who provides in<strong>for</strong>mation<br />
about criminal behavior to a law en<strong>for</strong>cement agency. An in<strong>for</strong>mant may be a community<br />
member, a businessperson, or a criminal in<strong>for</strong>mant who seeks to protect himself/herself from<br />
prosecution and/or provide the in<strong>for</strong>mation in exchange <strong>for</strong> payment.<br />
In<strong>for</strong>mation: Pieces of raw, unanalyzed data that identify persons, evidence, or events, or<br />
illustrate processes that indicate the incidence of an event or evidence of an event.<br />
In<strong>for</strong>mation Sharing Environment (<strong>ISE</strong>): The <strong>ISE</strong> provides analysts, operators and investigators<br />
with integrated and synthesized terrorism, weapons of mass destruction and homeland<br />
security in<strong>for</strong>mation needed to enhance national security and help keep our people safe. The<br />
<strong>ISE</strong> supports the law en<strong>for</strong>cement, public safety, homeland security, intelligence, defense, and<br />
<strong>for</strong>iegn affairs communities and facilitates sharing between and among federal, state, local,<br />
tribal, and territorial <strong>gov</strong>ernments, the private sector and <strong>for</strong>iegn partners. The <strong>ISE</strong> established<br />
by the <strong>Intelligence</strong> Re<strong>for</strong>m and Terrorism Prevention Act of 2004 and the Program Manager was<br />
granted <strong>gov</strong>ernment wide authority to plan <strong>for</strong>, oversee the implementation of, and manage<br />
the <strong>ISE</strong>.
