Parking is limited at all facilities and student<br />
cooperation is important. <strong>Student</strong>s considering<br />
bringing their car to campus should be aware that<br />
on-campus parking (including parking at the<br />
residence halls) may not be available. At La<br />
Brioche, 7 School Street or NECI on Main, students<br />
must rely on public street parking or paid public<br />
lots within Montpelier; off-street parking is not<br />
provided. Parking at National Life is permitted in<br />
designated areas only. Parking at Vermont College<br />
of Fine Arts (VCFA) is by permit only, which<br />
includes NECI student housing. When permits are<br />
available, through either NECI or VCFA, residents<br />
who are granted a parking permit are required to<br />
park their registered vehicle in designated spaces<br />
only. Motorbikes and motorcycles may not be<br />
parked in buildings. Designated handicap parking<br />
spots are reserved for vehicles with appropriate<br />
identification. <strong>Student</strong>s requiring a handicap<br />
accessible parking spot should contact the<br />
Coordinator of <strong>Student</strong> Programs upon arrival to<br />
campus to discuss the permit process. During winter<br />
months, additional parking restrictions may be<br />
applied to allow for plowing and snow removal.<br />
Montpelier enforces a winter parking ban from<br />
November 15 – April 1 from 1 am to 7 am daily.<br />
When available, Montpelier provides public<br />
satellite parking lots which students may use.<br />
<strong>Student</strong> cars parked in areas other than those<br />
designated may be towed without warning and at<br />
the owner’s expense. Please park in an orderly<br />
fashion so as to use limited space efficiently. In the<br />
winter, the cooperation of everyone will be<br />
expected in order to minimize problems with snow<br />
plowing and snow banks. You will also need to<br />
consider winterizing your car. You need good tires,<br />
a good battery, and a radiator capable of sustaining<br />
temperatures to -40° Fahrenheit.<br />
Safe and responsible operation of your vehicle is<br />
expected at all times. Please take your neighbors<br />
and children into consideration and help to avoid<br />
complaints about safety concerns, noise, or parking.<br />
The speed limit in the immediate vicinity of student<br />
housing is 10 mph. Repairs, oil changes, and tuneups<br />
are not permitted on NECI property. Residents<br />
are reminded to take the necessary precautions<br />
against theft. Continued non-compliance with rules<br />
regarding vehicles or parking may result in<br />
ticketing, towing, or loss of NECI parking<br />
privileges.<br />
Residents are expected to communicate parking<br />
regulations to their guests.<br />
Bicycles<br />
<strong>Student</strong>s may bring bicycles to NECI. There are<br />
limited outdoor bicycle parking facilities. Bikes are<br />
not allowed in any school building. Upon arrival to<br />
campus bicycles need to be registered with <strong>Student</strong><br />
Services. Bicycle registration takes place at<br />
orientation with the Coordinator of <strong>Student</strong><br />
Services.<br />
Storage and Theft<br />
It is the responsibility of each student to secure his<br />
or her own personal property. We strongly<br />
encourage students to carry their own renter’s<br />
insurance to cover personal belongings. NECI does<br />
not carry insurance covering loss, theft, or damage<br />
to personal property of students. Storage space is<br />
available in the assigned residence hall room only.<br />
<strong>Student</strong>s should make plans to store their personal<br />
belongings at a location outside of NECI over their<br />
internship terms.<br />
Health Insurance<br />
<strong>Student</strong>s in all NECI resident programs must have<br />
adequate health care coverage. In order to enroll in<br />
each residency term, students must present valid<br />
health insurance information. NECI offers a student<br />
medical plan to students from all states through<br />
Consolidated Health Plans.; any student who does<br />
not provide verification of insurance coverage will<br />
be enrolled in and charged for this plan. For more<br />

Health Care Facilities<br />
Central Vermont Medical Center and Concentra<br />
Urgent Care (located in Berlin, near Montpelier) are<br />
a 10-minute drive from NECI. Additionally, there<br />
are several dentists’ and doctors’ offices within the<br />
city of Montpelier. <strong>Student</strong>s are expected to provide<br />
their own transportation. All students have access to<br />
public transportation.<br />

<strong>Student</strong> Advising and Referrals<br />
During new student orientation, resident students<br />
are introduced to the range of support services<br />
available during their time at NECI. <strong>Student</strong>s will<br />
be introduced to specific faculty and staff members<br />
associated with each of NECI’s services at<br />
orientation. Faculty members also act as mentors to<br />
students, providing support and guidance as<br />
