elements of the plan. In all cases, the plan shall be<br />

subordinate to State and Federal plans during a<br />

disaster declared by those authorities. NECI utilizes<br />

an Emergency Notification system to inform<br />

students of significant events on campus. All<br />

students are required to participate in this system.<br />

Executive Authority<br />

During an emergency, the Emergency Operations<br />

Group (or designee)key has the ultimate<br />

responsibility, authority, and accountability for<br />

declaring a “state of emergency,” setting the<br />

direction for how the emergency will be managed,<br />

and making key executive decisions. That<br />

individual will be assisted by members of the<br />

Emergency Operations Group (key operational<br />

leaders). The EOG, working out of the Emergency<br />

Operations Center in Harris Hall, .shall be<br />

considered a policy group and shall consist of<br />

department heads and leaders from the following<br />

NECI departments: Administration, Information<br />

Systems, Education, Human Resources, Public<br />

Relations, <strong>Student</strong> Services, Food & Beverage<br />

Operations, Facilities, Risk Management, and City<br />

of Montpelier Emergency Manager. The leader of<br />

the EOG will be the Incident Commander (IC)<br />

designated by the President (or designee).<br />

STUDENT - RESIDENCE<br />

LIFE AND HOUSING<br />

Introduction<br />

<strong>New</strong> <strong>England</strong> <strong>Culinary</strong> <strong>Institute</strong> promotes a<br />

comfortable and accepting atmosphere for all<br />

residents. NECI strives to maintain a residential<br />

environment that is clean, safe, and conducive to<br />

study and sleep. NECI’s student housing is alcohol<br />

and substance free, regardless of student age. We<br />

encourage students to make healthy life choices.<br />

Housing is limited and available on a first come,<br />

first serve basis. Applicants must utilize the NECI<br />

housing application process if they are requesting<br />

school-sponsored housing.<br />

It is important that students familiarize themselves<br />

with housing policies at the beginning of their<br />

residential stay in order to avoid surprises during or<br />

at the end of their stay. These policies are designed<br />

to ensure student safety and to maintain the<br />

condition of the rooms and residence halls. <strong>Student</strong>s<br />

are responsible for the care of their room and<br />

common areas during their stay. This includes, but<br />

is not limited to, closing windows and doors to<br />

prevent rain damage or pipes from freezing, taking<br />

the appropriate steps to secure the student room,<br />

shutting off stoves and ovens after use, reporting<br />

suspicious activity to the Resident Assistant and/or<br />

Coordinators of Residence Life.<br />

All students at NECI are required to read and sign<br />

the Room and Board Agreement, outlining the<br />

terms of agreement. NECI reserves the right to<br />

refuse application for housing, and to suspend<br />

housing privileges at any time, if necessary.<br />

Housing agreements are for the full residency, per<br />

program. Fees for Room and Required Board are<br />

charged to the student’s account at the beginning of<br />

each term and are payable in advance in accordance<br />

with the NECI <strong>Student</strong> Financial Policies, as<br />

published in the most current Financial Aid Fact<br />

Book. All students (with the exception of those in<br />

NECI’s fully online BA programs) must participate<br />

in the required board plan (see Meals policy).<br />

NECI will honor students’ room requests when<br />

possible, but cannot guarantee any specific room<br />

assignment. Should the need arise; NECI reserves<br />

the right to use unoccupied spaces in a room or<br />

relocate students. No guarantee is made concerning<br />

the number of occupants in a room. Standard<br />

occupancy levels will not be exceeded unless<br />

emergency conditions prevail. If a single-room<br />

request cannot be honored, which includes an<br />

additional fee, any surcharge will be returned to the<br />

student. NECI may, if necessary, consolidate room<br />

vacancies so that a building or unit may be taken<br />

out of service for repair, improvement, or increased<br />

efficiency.<br />

To ensure adequate student housing space and<br />

staffing for NECI students, the school is required to<br />

plan staffing and allocate space well in advance of<br />

the occupancy period. Given these commitments,<br />

NECI must observe the refund policy outlined in<br />

each student’s enrollment agreement for all fees,<br />

including those related to housing. <strong>Student</strong>s who<br />

must leave NECI housing should refer to the<br />

Refund Policy in the Academic Catalog or their<br />

enrollment agreement.<br />

Any specific housing questions should be directed<br />

to the Coordinators of Residence Life or the<br />

Coordinator of <strong>Student</strong> Services.<br />

Facilities<br />

On-campus housing is available on a limited, space<br />

available basis. The residence halls are co-ed and<br />
