• <strong>Work</strong> with health partners to channel earmarked funds<br />

through the “Aid pool Account” rather than directly to<br />

the regions and districts as the fungibility <strong>of</strong> such funds<br />

become blurred.<br />

• With the support <strong>of</strong> donors, build capacity and develop<br />

the internal audit at all levels.<br />

• Improve quality <strong>of</strong> internal audit report through regular<br />

communication on content & format <strong>of</strong> audit reports.<br />

• Ensure a functional audit report implementation<br />

committee (in accordance with the Audit Service Act<br />

2000) to follow up and review responses to specific<br />

queries raised by the auditors and ensure compliance<br />

with recommendation.<br />

contents, target and mode <strong>of</strong> delivery to ensure<br />

• Monitor performance <strong>of</strong> procurement <strong>of</strong>ficers trained<br />

and appointed in 2003, and also organize training<br />

sessions to upgrade their skills in the use <strong>of</strong> revised<br />

Procurement Procedure Manual<br />

• Develop and implement Procurement guidelines for<br />

medical equipment, service and civil works.<br />

• Manage the Procurement Portfolio for <strong>2005</strong> and<br />

develop the procurement plan for 2006.<br />

• Put in place reliable Data Management Systems<br />

• Implement sound Financial Management procedures<br />

• Finalize revision, launch and disseminate the STG and<br />
