adaptability. A review of TRADOC Pam<br />
525-3-0, TRADOC Pam 525-8-3, and<br />
leadership doctrine resulted in the<br />
identification of critical competencies that<br />
are essential to ensure Soldiers and leaders<br />
are fully prepared to prevail in complex,<br />
uncertain environments. The nine 21 st<br />
century Soldier competencies listed in<br />
figure 3-2 are the learning outcomes for the<br />
continuous adaptive learning model. The<br />
21st century Soldier competencies will<br />
begin to be instilled during IMT, and then<br />
reinforced at levels of increasing depth and<br />
complexity across the career span.<br />

cultures, with joint, interagency, intergovernmental, and multinational partners, at the level<br />
appropriate for each cohort and echelon. The learning environment and instructional strategies<br />
must simultaneously integrate and reinforce competencies that develop adaptive and resilient<br />
Soldiers and leaders of character who can think critically and act ethically. Appendix C<br />
describes each of the competencies in detail.<br />
3-5. Learner-centric 2015 learning environment<br />
The continuous adaptive learning model provides a learning environment that fosters 21st<br />
century Soldier competencies with instructional strategies, expert facilitators, and technologies<br />
that support the learner. The learner-centric 2015 learning environment contains key<br />
characteristics depicted in figure 3-3 and described below.<br />
