HQDA policy on TDE that clearly separates<br />
learning activities from unit responsibilities and<br />
ensures Soldiers complete learning activities on<br />
work time, not personal time. Includes<br />
compensation for Reserve component<br />
completion of dL courses.<br />
Streamline policies and guidelines to shorten<br />
development times of technology-delivered<br />
instruction. Reevaluate the utility of the<br />
shareable content object reference model and<br />
optimize to conform to network limitations.<br />
Establish levels of digitized content to be<br />
developed in-house by CoEs and/or consolidated<br />
at organizations with advanced capabilities (that<br />
is, JTCOIC or NSC).<br />
Implement processes to continually assess the<br />
learning model’s outcomes in meeting the needs<br />
of the force, adjust to operational demands, and<br />
incorporate advances in learning science and<br />
emerging technologies.<br />
Develop and gain approval for quality assurance<br />
program policy and accreditation standards<br />
whose metrics are relevant, based on outcomes,<br />
and support the TCP core functions, themes, and<br />
objectives vice process. Clarify CoE and<br />
proponent school responsibility for internal and<br />
external evaluation as well as commandwide<br />
focus on enterprise solutions to garner feedback<br />
on Operational Army performance outcomes.<br />
Enhance gathering and dissemination of lessons<br />
learned through advanced capabilities to include<br />
Soldier transmitted data through mobile Internet<br />
devices and other means.<br />
Incorporate ALC 2015 required capabilities and<br />
supporting research requirements into the<br />
campaign of learning, Army warfighting<br />
objectives, and Army warfighting challenges.<br />
Oversee the planning, governance, coordination,<br />
and tracking of multiple internal and external<br />
actions required to implement ALC 2015.<br />
