A Change Request may be initiated by one of the following conditions: 1. One of Walmart’s consultants issues a Construction Change Directive (CCD) or a Site Change Directive (SCD) that alters the scope of work of the contract, or 2. The Contractor identifies an unforeseen condition and verifies its validity with the Walmart Construction Manager (CM) (The Contractor must generate and RFI for direction on how to proceed) or, 3. The local authorities including building departments, inspectors, fire departments, etc, identify a code or other issue and requests work to be performed which was not included in the original scope of work, (The Contractor must generate an RFI detailing the results of the inspection, and receive a response from the engineer confirming that additional work must be performed) or, 4. Other as indicated in writing from and approved by the Wal-Mart Construction Manager. After the discovery of a condition or receipt of instruction that change the original scope of work, the Contractor has 7 days to submit a Preliminary Change Request budget (PCR). The PCR is a best, quick, rough order of magnitude estimate of the probable cost of the change; it is not binding on either party. The primary purpose of the PCR is to alert Walmart that a Change Request is coming and that there is a cost associated with the change. Following receipt of the PCR, Walmart will either issue the Contractor a form giving Authorization to proceed with the scope of work outlined in the PCR, or will issue the Contractor a form giving Notice Not to Proceed with the scope of work outlined in the PCR. The Authorization to Proceed form only validates that Walmart wishes the Contractor to perform the scope of work outlined in the PCR. It does not authorize any change in the contract sum. The Authorization to Proceed (ATP) must be signed by the Construction Manager and/or Construction Director before work is started. Upon receipt of the ATP verify what scope was authorized and how the Change Request is to be priced. Regardless of when the Contractor receives the Authorization to Proceed, the Contractor has an additional 30 days from the date the PCR is signed to submit a fully documented Change Request to Wal-Mart for evaluation. If the change request is not submitted within the 30 day period, the on-line Change Request tool will close out that PCR. The Contractor may request an extension be granted by the Construction Manager.
