Examples <strong>of</strong> special facilities within <strong>Centralia</strong> include the outdoor<br />

swimming pool at Pearl Street, a small l<strong>and</strong>scaped area in<br />

Washington Street Park commemorating the original location <strong>of</strong><br />

George Washington's home, the Washington Lawn Cemetery,<br />

<strong>and</strong> the Armory Hills open space which is not currently in<br />

operation.<br />

3F. Service St<strong>and</strong>ards<br />

The plan identifies a combined st<strong>and</strong>ard <strong>of</strong> 14.5 acres per 1,000<br />

population for neighborhood <strong>and</strong> community parks <strong>and</strong> natural<br />

areas. Within the combined acre st<strong>and</strong>ard, the preferred<br />

distribution is 8.5 acres for neighborhood <strong>and</strong> community parks<br />

<strong>and</strong> 6 acres for natural areas <strong>and</strong> open space corridors. For the<br />

purpose <strong>of</strong> calculating the level <strong>of</strong> service for park <strong>and</strong> open<br />

space l<strong>and</strong>s, special facilities are excluded from the inventory.<br />

While these facilities serve a significant <strong>and</strong> growing need, special<br />

facilities, such as a display garden, are by definition unique to the<br />

parks inventory. The level <strong>of</strong> service st<strong>and</strong>ard for <strong>Centralia</strong>, in<br />

turn, focuses on those active <strong>and</strong> passive recreation sites without<br />

barriers <strong>of</strong> entry.<br />

3G. Modifications to Park System Classification<br />

from 1991 <strong>Plan</strong><br />

In the 1991 <strong>Parks</strong> <strong>Plan</strong> <strong>and</strong> the 1998 Comprehensive <strong>Plan</strong>, a<br />

number <strong>of</strong> classifications were identified (mini-parks, linear parks,<br />

etc.), <strong>and</strong> this plan proposes to simplify the classification system<br />

to fewer facility types with the intent <strong>of</strong> having greater public<br />

underst<strong>and</strong>ing <strong>of</strong> the park system <strong>and</strong> the corresponding park<br />

st<strong>and</strong>ards. The following table illustrates which facility types are<br />

proposed for combination with the corresponding acreage<br />

st<strong>and</strong>ards.<br />
