Analysis of <strong>the</strong> agricultural situation <strong>in</strong> Azraq Bas<strong>in</strong><br />

agricultural abstraction. This bylaw<br />
<strong>in</strong>troduces a system of quotas<br />
<strong>com</strong>b<strong>in</strong>ed with taxation of any<br />
use exceed<strong>in</strong>g <strong>the</strong> quota. Although<br />
this bylaw is very generous <strong>in</strong><br />
terms of <strong>the</strong> water quantities and<br />
tariff, it is considered <strong>the</strong> first real<br />
attempt to tackle <strong>the</strong> groundwater<br />
situation. Ground water Decree<br />
<strong>in</strong> <strong>the</strong> year 2002 allows for tariff<br />
exemptions (<strong>in</strong> all areas apart<br />
from Azraq) up to 150000 m 3 /y. In<br />
Azraq every <strong>in</strong>dividual well has a<br />
so-called “specified quantity” that<br />
corresponds to approximately 250<br />
m 3 /du. Special tariffs are applied<br />
<strong>in</strong> Azraq. Illegal wells also have a<br />
different tariff and <strong>the</strong>y pay from<br />
<strong>the</strong> first cubic meter.<br />
In 2003, <strong>the</strong> Regulation No. (76)<br />
amended <strong>the</strong> Groundwater Control<br />
Regulation. It created a new<br />
category for wells with brackish<br />
water: <strong>the</strong> higher <strong>the</strong> sal<strong>in</strong>ity, <strong>the</strong><br />
cheaper <strong>the</strong> water.<br />
In 2004, <strong>the</strong> first bills correspond<strong>in</strong>g<br />
to water consumption were sent to<br />
<strong>the</strong> farmers. No one paid.<br />
In July 2009, WAJ distributed water<br />
bills (4.5 Million JD for 2003 - 2010)<br />
<strong>in</strong> <strong>the</strong> Azraq region but some farmers<br />
still refuse to pay <strong>the</strong>ir bills.<br />
In February 2010, <strong>the</strong> M<strong>in</strong>istry of<br />
Interior Affairs gave <strong>the</strong> order to<br />
destroy all illegal farms (farms built<br />
on illegally acquired lands) which<br />
were younger than 2 years. They<br />
make up between 1’000 and 2’000<br />
du. The selection of farms to close<br />
down was made by a <strong>com</strong>mittee<br />
<strong>com</strong>prised from Badia Police Armed<br />
Forces and representatives from <strong>the</strong><br />
M<strong>in</strong>istry of Interior Affairs and <strong>the</strong><br />
Department of Land and Survey.<br />
In March 2010, WAJ redistributed<br />
water bills <strong>in</strong> <strong>the</strong> Al-Azraq region.<br />
Most of <strong>the</strong>se bills were based on<br />
estimations (depend<strong>in</strong>g on <strong>the</strong> farm<br />
size and <strong>the</strong> k<strong>in</strong>d of crops planted)<br />
because <strong>the</strong> wells had no meters.<br />
In December 2010, a new<br />
Amendment to <strong>the</strong> Groundwater<br />
Control Regulation draft is issued<br />
by MWI and awaits approval from<br />
<strong>the</strong> Prime M<strong>in</strong>ister Cab<strong>in</strong>et. It<br />
consisted of <strong>in</strong>creas<strong>in</strong>g water tariffs<br />
for dr<strong>in</strong>k<strong>in</strong>g and agricultural water.<br />
It also <strong>in</strong>cluded a fixed free quota<br />
of 50000 m 3 <strong>in</strong> Azraq.<br />
