Analysis of <strong>the</strong> agricultural situation <strong>in</strong> Azraq Bas<strong>in</strong><br />

Land tenure <strong>in</strong> Azraq region<br />
Lands <strong>in</strong> Azraq have been easily accessible through <strong>the</strong> tradition of “wa’d el<br />
jad”, which is <strong>the</strong> Bedou<strong>in</strong> right to <strong>in</strong>formally sell tribe-owned land. Tribes<br />
claimed hundreds of dunums <strong>in</strong> Azraq, and Sheikhs of <strong>the</strong>se tribes <strong>in</strong> <strong>the</strong>ir<br />
turn sell this “tribe-acquired” land accord<strong>in</strong>g to wa’d el jad by means of<br />
an <strong>in</strong>formal piece of paper (Hijjah) to tribe members (or whom ever <strong>the</strong>y<br />
wished for that matter). After some years (usually 10 years) of provable<br />
cultivation by <strong>the</strong> buyer (has to be trees, as vegetable cultivation – an annual<br />
or biannual culture at most - is not considered as a long term <strong>in</strong>vestment<br />
on <strong>the</strong> land), this person can go to <strong>the</strong> authorities and can have <strong>the</strong> property<br />
put <strong>in</strong> his name after pay<strong>in</strong>g <strong>the</strong> sale price set by <strong>the</strong> government as well<br />
as a “penalty”.<br />
Price of <strong>the</strong> land used to be around 15 to 20 JD/du (without a well) <strong>in</strong> 1970’s,<br />
40 to 50 JD/du <strong>in</strong> 1980-1990’s, and is around 150 to 300 JD/du s<strong>in</strong>ce 2000<br />
<strong>in</strong> Azraq 44 .<br />
Three <strong>com</strong>mittees mandated with <strong>the</strong> task of legalis<strong>in</strong>g land have been<br />
created to study, for a limited period, <strong>the</strong> demands of land legalisation <strong>in</strong><br />
1988, 1996, 2010.<br />
Many farmers orig<strong>in</strong>at<strong>in</strong>g from tribes still trade with land <strong>in</strong> an uncontrolled<br />
system of non registered land, and <strong>the</strong> problem of extension of illegal<br />
agricultural land is still not resolved.<br />
