VII – Project proposals for<br />
reduc<strong>in</strong>g agricultural water<br />
abstraction <strong>in</strong> Azraq Bas<strong>in</strong><br />
The high level of specialisation<br />
means that policies for chang<strong>in</strong>g<br />
water use practices need to be<br />
differentiated. While, for example,<br />
olive trees are not profitable before<br />
7 years, and stone fruit trees are an<br />
<strong>in</strong>vestment of about 15 years (might<br />
be profitable from <strong>the</strong> second<br />
year, <strong>com</strong>monly from <strong>the</strong> third or<br />
fourth year), one-year horticulture<br />
cropp<strong>in</strong>g patterns or alfalfa can<br />
be adjusted or reduced with<strong>in</strong><br />
a short time and without los<strong>in</strong>g<br />
<strong>the</strong> <strong>in</strong>vested capital. Therefore,<br />
seasonal crop farms can and will<br />
react more directly to economic<br />
<strong>in</strong>centives, while tree farms will<br />
keep on work<strong>in</strong>g even if benefits are<br />
temporarily negative. Also, farmer’s<br />
emotional attachment might be<br />
different. While trees, especially<br />
olive trees, have a high cultural<br />
and emotional value and many of<br />
<strong>the</strong> tree farms are also for <strong>the</strong><br />
purpose of recreation, <strong>the</strong> case for<br />
seasonal crops is less sentimental 61 .<br />
Therefore, any project proposition<br />
should consider improv<strong>in</strong>g exist<strong>in</strong>g<br />
practices on tree farm<strong>in</strong>g, or<br />
develop <strong>in</strong> parallel a high added<br />
value activity (but it would result<br />
<strong>in</strong> extra water use), whereas<br />
alternatives (more water efficient<br />
or cost effective crops..) can be<br />
proposed to short time <strong>in</strong>vestment<br />
crops (vegetables and alfalfa).<br />
A description of project ideas<br />
follows, as well as a prioritisation<br />
of <strong>the</strong>se projects accord<strong>in</strong>g to farm<br />
categories.<br />
When organis<strong>in</strong>g any tra<strong>in</strong><strong>in</strong>g or<br />
awareness session, organisers<br />
should be aware that many farms, at<br />
least <strong>in</strong> Azraq region, are managed<br />
by Egyptian workers that are not<br />
permanent on <strong>the</strong> farm and can<br />
leave a year later. A way has to<br />
be found to ensure susta<strong>in</strong>ability of<br />
knowledge transfer.<br />
7.1. Projects for <strong>the</strong><br />
preservation of <strong>the</strong> water<br />
resource<br />
It has been proven, <strong>in</strong> <strong>the</strong> Jordan<br />
Valley for example 62 , that simple<br />
changes of <strong>the</strong> exist<strong>in</strong>g irrigation<br />
networks and irrigation practices<br />
can result <strong>in</strong> improv<strong>in</strong>g irrigation<br />
efficiency at farm level (around<br />
15% of irrigation efficiency), and<br />
<strong>the</strong>refore <strong>in</strong> water sav<strong>in</strong>gs at <strong>the</strong><br />
level of <strong>the</strong> bas<strong>in</strong> 63 . It is possible to<br />
f<strong>in</strong>e-tune irrigation through:<br />
• Improved design of farm irrigation<br />
network to raise <strong>the</strong> efficiency of<br />
water application,<br />
• Use of higher quality emitters and<br />
improved filtration system,<br />
• Better on - farm operation,<br />
• Use of skilled, well-tra<strong>in</strong>ed labour,<br />
and<br />
• Better monitor<strong>in</strong>g of soil water<br />
reserves.<br />

water loss <strong>in</strong> <strong>the</strong> distribution network, so we could consider that if all farms are <strong>in</strong>volved <strong>in</strong> a project of optimization, it could save 15% at <strong>the</strong> bas<strong>in</strong> level.
