SECTION A — NATIONAL JOINT COUNCIL
As a consequence of VAT changes a subsequent circular
(06/2010) was issued on 15 July 2010 with revised rates:
flexible duty system actually uses a vehicle with an engine
capacity in excess of 1199cc then the allowance payable
shall be for the category 1200 to 1450cc.

Car allowances: VAT Increase (4 January 2011)
1. The Chancellor of the Exchequer announced in the Budget
that VAT is to be increased from 17.5% to 20% with effect
from 4 January 2011.
2. As a result, the amount of VAT per mile in the petrol
element of the NJC Car Allowances will change. The new
figures, applicable to the current NJC mileage rates until 31
March 2011, are shown on page 2, underlined in bold type.
3. Any new rates agreed with effect from 1 April 2011 will
automatically take account of the new VAT rate.
4. Please ensure that all interested parties in your fire
authorities (i.e. Finance departments) are aware of the new
VAT increase figures applicable from the 4 January 2011.
5. For reference, please note that the previous circular
detailing car allowances is NJC/3/10.

A7 Technical Advisory Panel
(TAP)
At the NJC meeting held on 30 September 2010 it was agreed
to appoint Professor Willie Brown as an interim independent
chair of the NJC Technical Advisory Panel as a consequence of
the substantive chair, Professor John Gennard, suffering a
serious illness.
There were no hearings of the panel during 2010.
A8 Resolution Advisory Panel
(RAP)
1. RAP chair
At the NJC meeting held on 30 September 2010 it was
agreed to appoint Professor Willie Brown for a further
three year term as independent chair of the NJC
Resolution Advisory Panel.

The Resolution Advisory Panel met on 16 November 2010
to hear a dispute between London (Region) FBU and
London Fire and Emergency Planning Authority (LFEPA) on:
i) working patterns for operational staff; and
ii) proposal to move uniformed non-operational staff to
fire and rescue staff (FRS) terms and conditions.
The matters were not resolved as a result of the
discussions. As a consequence the chair of the panel,
Professor Willie Brown, made his conclusions known to
both parties on 22 November 2010:
