Department <strong>of</strong> Revenue<br />

Oil Spill Tax Return and Special Notice Form Redesign<br />

Revenues from <strong>the</strong> Oil Spill Tax Program are dedicated funds. All related revenue,<br />

penalties, and interest require exception processing by Cash management and<br />

Taxpayer Account Administration (TAA). Two events – failure <strong>of</strong> an archaic data<br />

entry system and fund processing issues associated with integrating <strong>the</strong> Oil Spill Tax<br />

and <strong>the</strong> Combined Excise Tax Return (CETR) – necessitated <strong>the</strong> development <strong>of</strong><br />

interim processes.<br />

The first interim process included <strong>the</strong> redesign <strong>of</strong> a four-page Oil Spill Tax Return as<br />

a one-page simplified return. Additional processes included <strong>the</strong> revision <strong>of</strong> a special<br />

notice; development <strong>of</strong> an Excel spreadsheet <strong>for</strong> tracking <strong>of</strong> <strong>the</strong> tax and<br />

communication to stakeholders; and internal process improvements that enabled<br />

related Oil Spill tax assessments to be issued by <strong>the</strong> Audit division instead <strong>of</strong> TAA.<br />

Ef<strong>for</strong>ts continue <strong>for</strong> future integration <strong>of</strong> this program with <strong>the</strong> CETR report process.<br />

<strong>Results</strong><br />

! Simplified Oil Spill tax reporting <strong>for</strong> <strong>the</strong> tax filer.<br />

! Streamlined <strong>the</strong> Oil Spill Audit process.<br />

! Reduced time spent entering data by 120 hr/year.<br />

! Revisions <strong>of</strong> a special notice increased communication with stakeholders.<br />
