– Make better use <strong>of</strong> artistic potential <strong>for</strong> provid<strong>in</strong>g cultural services and <strong>for</strong><br />
present<strong>in</strong>g art with<strong>in</strong> <strong>the</strong> exist<strong>in</strong>g network <strong>of</strong> <strong>the</strong>atres, opera houses, museums,<br />
galleries, libraries, movie <strong>the</strong>atres, cultural centres, recreational facilities <strong>for</strong> children<br />
and young people, and o<strong>the</strong>r cultural organisations throughout <strong>the</strong> Czech Republic.<br />
– Re<strong>in</strong><strong>for</strong>ce and enhance <strong>the</strong> current <strong>in</strong>frastructure, <strong>in</strong>crease <strong>the</strong> capacity <strong>of</strong> nongovernmental<br />
organisations and render <strong>the</strong>m capable <strong>of</strong> flexibly, openly, and rapidly<br />
respond<strong>in</strong>g to current trends and expressions <strong>in</strong> art <strong>in</strong> <strong>the</strong> Czech Reublic and abroad.<br />
– Employ new extra-budgetary resources <strong>in</strong> <strong>support</strong> <strong>of</strong> <strong>the</strong> <strong>arts</strong>, such as lotteries or<br />
<strong>the</strong> use <strong>of</strong> a portion <strong>of</strong> <strong>the</strong> <strong>in</strong>come from copyright fees, particularly <strong>for</strong> use <strong>in</strong> highlight<strong>in</strong>g<br />
contemporary art by young artists.<br />
– Streng<strong>the</strong>n <strong>the</strong> position <strong>of</strong> <strong>the</strong> <strong>arts</strong> and culture as an important sector <strong>of</strong> <strong>the</strong> economy,<br />
tak<strong>in</strong>g <strong>in</strong>to account its contribution to GDP, regional development, and employment.<br />
– Support projects that generate knowledge, opportunities <strong>for</strong> self-improvement<br />
and education, and quality ways <strong>in</strong> which to spend one’s leisure time.<br />
– Cultivate ethical values <strong>in</strong> harmony with European cultural traditions. 20<br />
– Involve <strong>in</strong>dividual projects <strong>more</strong> <strong>in</strong> structural and regional development.<br />
– Increase productivity and competitiveness with<strong>in</strong> <strong>the</strong> EU, with a view to <strong>the</strong> opportunities<br />
<strong>for</strong> develop<strong>in</strong>g so-called cultural <strong>in</strong>dustry 21<br />
– Use <strong>the</strong> development <strong>of</strong> <strong>the</strong> economy and especially <strong>of</strong> <strong>in</strong>dustry to <strong>the</strong> application and<br />
spread <strong>of</strong> cultural values, <strong>for</strong> example, product design, architecture, market<strong>in</strong>g, etc.<br />
– Recognise architecture as one <strong>of</strong> <strong>the</strong> basic components <strong>of</strong> <strong>the</strong> cultural environment,<br />
acknowledge modern architecture as a part <strong>of</strong> our cultural heritage, streng<strong>the</strong>n <strong>the</strong><br />
public’s relationship to architecture.<br />
– Place greater emphasis on <strong>the</strong> presentation <strong>of</strong> <strong>the</strong> art <strong>in</strong> public spaces or <strong>in</strong> unorthodox<br />
places and spaces, with <strong>the</strong> aim <strong>of</strong> <strong>in</strong>volv<strong>in</strong>g <strong>the</strong> public <strong>in</strong> a public dialogue<br />
about not only <strong>the</strong> <strong>arts</strong> and artistic topics but also about <strong>the</strong> function and possible<br />
uses <strong>of</strong> public space and certa<strong>in</strong> build<strong>in</strong>gs and <strong>the</strong> cultivation <strong>of</strong> urban spaces.<br />
Threats<br />
– Implement <strong>the</strong> f<strong>in</strong>ancial mechanisms used <strong>in</strong> <strong>the</strong> European economic area and <strong>in</strong><br />
Norway, where cultural heritage is one <strong>of</strong> <strong>the</strong> country’s priorities <strong>for</strong> <strong>the</strong> 2005–2009<br />
programme period.<br />
– Determ<strong>in</strong>e and duly implement <strong>in</strong>direct f<strong>in</strong>ancial and non-f<strong>in</strong>ancial tools <strong>of</strong> <strong>support</strong><br />
<strong>for</strong> <strong>the</strong> <strong>arts</strong> that contribute to <strong>the</strong> susta<strong>in</strong>ability <strong>of</strong> exist<strong>in</strong>g organisations and to <strong>the</strong> development<br />
<strong>of</strong> new ones.<br />
– Cont<strong>in</strong>ued underestimation <strong>of</strong> <strong>the</strong> economic significance <strong>of</strong> <strong>the</strong> <strong>arts</strong> and culture<br />
<strong>in</strong> general as a developmental factor, <strong>the</strong> under-appreciation <strong>of</strong> <strong>the</strong> importance <strong>of</strong><br />
<strong>in</strong>vestment <strong>in</strong> this sphere, and <strong>the</strong> under-appreciation <strong>of</strong> <strong>the</strong> significance <strong>of</strong> so-called<br />
cultural <strong>in</strong>dustries and <strong>the</strong> need <strong>for</strong> <strong>the</strong>ir development. 22<br />
– The erroneous perception <strong>of</strong> <strong>the</strong> <strong>arts</strong> and culture as unproductive sectors, and<br />
not as a factor <strong>in</strong> <strong>the</strong> development <strong>of</strong> human potential 23 and economic development.<br />

– Inadequate attention paid to <strong>the</strong> accessibility <strong>of</strong> <strong>arts</strong> <strong>of</strong> various <strong>for</strong>ms and content<br />
and cultural services <strong>in</strong> general is harmful to <strong>the</strong> development <strong>of</strong> <strong>the</strong> <strong>arts</strong>, social<br />
ties, and potential economic sectors – tourism, and cultural and creative <strong>in</strong>dustry.<br />
– A limited ability to compete <strong>in</strong> <strong>the</strong> newly expanded <strong>in</strong>ternational artistic market depreciates<br />
<strong>the</strong> value <strong>of</strong> cultural heritage, <strong>in</strong>vestment commodities <strong>in</strong> <strong>the</strong> <strong>for</strong>m <strong>of</strong> artistic<br />
works, and <strong>the</strong> value <strong>of</strong> copyright.<br />
– Artistic expression at a high <strong>in</strong>ternational level can be rendered <strong>in</strong>accessible<br />
as a result <strong>of</strong> a lack <strong>of</strong> f<strong>in</strong>ancial resources and <strong>the</strong> limited capacity <strong>of</strong> cultural <strong>in</strong>stitutions.<br />
– The <strong>in</strong>adequate stand<strong>in</strong>g <strong>of</strong> <strong>the</strong> <strong>arts</strong> and culture <strong>in</strong> <strong>the</strong> political agenda results<br />
<strong>in</strong> <strong>the</strong> marg<strong>in</strong>alisation <strong>of</strong> <strong>the</strong> <strong>arts</strong> and culture and ultimately to <strong>the</strong> erosion <strong>of</strong> this<br />
sphere.<br />
– The Czech Republic can come to occupy a prov<strong>in</strong>cialised position <strong>in</strong> <strong>the</strong> EU<br />
ow<strong>in</strong>g to limited <strong>in</strong>ternational cooperation and <strong>the</strong> <strong>in</strong>ability to participate <strong>in</strong> a sovereign<br />
and autonomous manner <strong>in</strong> <strong>in</strong>ternational art projects.<br />
– Make better use <strong>of</strong> historical and <strong>in</strong>dustrial build<strong>in</strong>gs <strong>for</strong> present<strong>in</strong>g <strong>the</strong> <strong>arts</strong> –<br />
musical and <strong>the</strong>atrical productions, exhibition projects.<br />
– Draw <strong>more</strong> funds from <strong>the</strong> EU community programmes (<strong>the</strong> Culture Programme, <strong>the</strong><br />
MEDIA Programme, and a new programme, MEDA, <strong>for</strong> local and regional cultural activities).<br />
