18. Optimise the Programme for Support for Acquisition Work of Museums and Galleries
Founded by the Ministry of Culture, from 2004 to 2008 (Resolution No. 1069 of the
Government of the Czech Republic dated 3 rd November 2004) to facilitate the acquisition
of works of art by contemporary Czech and foreign artistic collections owned by the
Czech Republic. Update the programme for the 2009–2013 programme period.

c) GUARANTEEING PUBLIC ACCESS TO THE ARTS (EQUAL ACCESS)
19. Expand and apply the criteria for assessing the public accessibility of the arts to
year-round exhibition functions under a new programme of support.
Apply criteria of effectiveness (a minimum number of productions/events) and artistic
quality (a requisite diversity of artistic genres, the share of contemporary art by young artists,
works for children and young people), and economic criteria (efficiency, a minimal amount of
self-sufficiency) and the principle of multi-source funding from public budgets to establish equal
access to the country’s cultural wealth for all citizens, and to facilitate access for disadvantaged
social groups, etc.

21. Formulate a methodology for the management and for evaluation of work by existing
artistic governmental organisations under the MC in connection with the detailed expenditure

for investment within the framework of programme funding through cooperation
between ministries, between regions, and in relation to possible use of the EU Structural
Funds.

ABROAD AND FOSTERING INTERNATIONAL COOPERATION
25. Transparently direct, prepare and coordinate the presentation of Czech arts at representative
international projects such as biennales, large international festivals, fairs,
etc. Introduce the practice of regular assessment and ongoing surveys of the participation
of state and non-state entities in important international events through a Report
on International Cooperation in the Arts.
