Submission Report
Pursuant to Resolution No. 1652 of the Government of the Czech Republic dated 21 st December
2005 on the Plan of Non-Legislative Tasks of the Government of the Czech Republic for
the first half of 2006 and on the Summary of Proposals for the Plan of Non-Legislative Tasks of
the Government of the Czech Republic for the second half of 2006 the Ministry of Culture (hereinafter
“MC”) shall submit the Concept for More Efficient Support of the Arts in 2007–2013 to
the Government for adoption.
The MC and other bodies of state administration and of regional administration allocate financial
resources in support of the arts according to the means available to them in the public
budgets. This financial support from public resources is inadequate when compared to the level
of support in equally advanced countries of the EU, but moreover the funds are not always provided
in the most effective or optimal manner. The Concept proposal aims to eliminate this flaw
to some degree by proposing new and updated methodological procedures that allow more attention
to be devoted to the field of the arts and through systemic programme financing make
more effective use of public resource expenditures in this sphere. Given the current state of support
for the arts, the Concept also formulates priorities through which it endeavours to achieve a
synergistic effect and in some specific areas to make effective potential use of EU funds.
The goal of the Concept is to establish the conditions for free creative expression and the
presentation of works of art, including critical reflection and study of the arts, and the preservation
of these works as cultural heritage for future generations. Equally important is its task of
ensuring the continued development of artistic activities and the work of cultural entities so that
every citizen is guaranteed equal access to the arts. The document covers all basic artistic fields:
theatre, music, film, literature, dance, visual arts, at the professional and non-professional level,
and extends to cooperation with entities outside the Czech Republic and the presentation of
Czech art abroad.
The Concept proposal summarises the principal measures to be applied in the field of the
arts in the Czech Republic, proposes the procedures for their implementation, and establishes the
areas of responsibility for the execution of specific tasks. The first part of the document contains an
analysis of the arts from the start of the 1990s to the present, includes basic statistical information,
and describes strengths and weaknesses, opportunities and threats (SWOT analysis) in the sphere
of the arts. This is followed by a summary and an assessment of the subsidy titles and programmes
for the support of the arts operated and financed by the state. The Concept itself defines the course
of development in the arts for the next seven years and the main body of the document contains a
description of almost three-dozen successive steps and targets to achieve the objectives laid out in
the Concept. The document also includes a statement of the necessary financial costs.
The Concept proposal was elaborated in compliance with the methodology adopted in
Resolution No. 10 of the Government of the Czech Republic, dated 3 rd January 2001, and as a
mid-term procedural document it is proposed for the years 2007–2013. It thus supplements several
other concepts drawn up in other fields of culture. The Ministry elaborated the Concept on
the basis of materials drawn from a broad spectrum of relevant professionals and experts, materials
that were compiled under the direction of the Theatre Institute.
The Concept Proposal is planned for the second programme period of the EU Structural
Funds 2007–2013, as this period will offer the first real opportunity to the arts to draw financial
resources from the Structural Funds.
