Instructions to Bidders (ITB)<br />
A. General<br />
1. Scope of Bid 1.1. The Commissioner, Vizianagaram <strong>Municipal</strong>ity invites bids for the construction of Works, as<br />
described in the BDS and Section VI, “Special Conditions of Contract” (SCC). The name and<br />
identification number of the Contract are provided in the BDS and the SCC.<br />
1.2. The successful Bidder shall be expected to complete the Works by the Intended Completion<br />
Date specified in the BDS and SCC 1.1 (r).<br />
1.3. Throughout these Bidding Documents:<br />

the term “in writing” means communicated in written form (e.g. by mail, e-mail, fax,<br />
telex, ) with proof of receipt;<br />
if the context so requires, “singular” means “plural” and vice versa; and<br />

2.1 The Government of India, intends to apply part of the funds of a loan from the<br />
International Bank for Reconstruction and <strong>Development</strong> (IBRD) (Hearing after inter<br />
change ably called “the Bank” or “the World Bank “) towards the cost of the <strong>Project</strong>,<br />
<strong>Andhra</strong> <strong>Pradesh</strong> <strong>Municipal</strong> development <strong>Project</strong> (APMDP) to cover eligible payments<br />
under the Contract for the Works. Payments by the World Bank shall be made only at<br />
the request of the Borrower and upon approval by the World Bank in accordance with the<br />
Loan Agreement, and shall be subject in all respects to the terms and conditions of that<br />
Agreement. Except as the World Bank may specifically otherwise agree, no party other<br />
than the Borrower shall derive any rights from the Loan Agreement or have any rights to<br />
the loan proceeds.<br />
2.2. The loan agreement prohibits a withdrawal from the loan account for the purpose of any<br />
payment to persons or entities, or for any import of goods, if such payment or import, to the<br />
knowledge of the Bank, is prohibited by a decision of the United Nations Security Council,<br />
taken under Chapter VII of the Charter of the United Nations.<br />
3.1. It is the Bank’s policy to require that Borrowers (including beneficiaries of Bank loans), as<br />
well as bidders, suppliers, and contractors and their subcontractors under Bank-financed<br />
contracts, observe the highest standard of ethics during the procurement and execution of<br />
such contracts. 1 In pursuance of this policy, the Bank:<br />

3In this context, any action taken by a bidder, supplier, contractor, or a sub-contractor to influence the procurement process or contract<br />
execution for undue advantage is improper.
