Instructions to Bidders (ITB)
A. General
1. Scope of Bid 1.1. The Commissioner, Vizianagaram Municipality invites bids for the construction of Works, as
described in the BDS and Section VI, “Special Conditions of Contract” (SCC). The name and
identification number of the Contract are provided in the BDS and the SCC.
1.2. The successful Bidder shall be expected to complete the Works by the Intended Completion
Date specified in the BDS and SCC 1.1 (r).
1.3. Throughout these Bidding Documents:

the term “in writing” means communicated in written form (e.g. by mail, e-mail, fax,
telex, ) with proof of receipt;
if the context so requires, “singular” means “plural” and vice versa; and
“day” means calendar day.

2.1 The Government of India, intends to apply part of the funds of a loan from the
International Bank for Reconstruction and Development (IBRD) (Hearing after inter
change ably called “the Bank” or “the World Bank “) towards the cost of the Project,
Andhra Pradesh Municipal development Project (APMDP) to cover eligible payments
under the Contract for the Works. Payments by the World Bank shall be made only at
the request of the Borrower and upon approval by the World Bank in accordance with the
Loan Agreement, and shall be subject in all respects to the terms and conditions of that
Agreement. Except as the World Bank may specifically otherwise agree, no party other
than the Borrower shall derive any rights from the Loan Agreement or have any rights to
the loan proceeds.
2.2. The loan agreement prohibits a withdrawal from the loan account for the purpose of any
payment to persons or entities, or for any import of goods, if such payment or import, to the
knowledge of the Bank, is prohibited by a decision of the United Nations Security Council,
taken under Chapter VII of the Charter of the United Nations.
3.1. It is the Bank’s policy to require that Borrowers (including beneficiaries of Bank loans), as
well as bidders, suppliers, and contractors and their subcontractors under Bank-financed
contracts, observe the highest standard of ethics during the procurement and execution of
such contracts. 1 In pursuance of this policy, the Bank:
