Assessment of the UFCS Certification and Accreditation Arrangements against PEFCC Requirements 8.1 Certification Bodies 8.1.1 Competence of Certification Bodies 1) Does the scheme documentation require that certification shall be carried out by impartial, independent third parties that cannot be involved in the standard-setting process as governing or decision making bodies, or in the forest management and are independent of the certified entity? (Annex 6, 3.1) UFCS documentation (refer to Section 5, SD03) requires that certification be performed by organisations that are “impartial and independent” and not involved in any process of normalisation (standard setting) or part of PEFC Uruguay. Conforms 2) Does the scheme documentation require that a certification body for forest management certification or chain of custody certification against a scheme specific chain of custody standard shall fulfil requirements defined in ISO 17021 or ISO Guide 65? (Annex 6, 3.1) UFCS documentation (refer to SD03, Section 3) requires a certification body to have documented procedures “compatible with the requirements of ISO 17021 or ISO Guide 65”. Conforms 3) Does the scheme documentation require that certification bodies carrying out chain of custody certification against PEFC Annex 4 fulfil requirements defined in ISO Guide 65? (Annex 6, 3.1) UFCS documentation (refer to SD03, Section 3) requires certification bodies undertaking CoC certification to have a “system that complies with requirements of ISO 65 Guide”. Conforms 4) Does the scheme documentation require that certification bodies carrying out forest certification shall have the technical competence in forest management on its economic, social and environmental impacts, and on the forest certification criteria? (Annex 6, 3.1) UFCS documentation requires certification bodies to have competencies in UNIT 1152:2009 (Sustainable Forest Management – Criteria and Indicators) (refer to SD03, Section 3); and require personnel to have competence in the field of forest management and related social, economic and environmental impacts (refer to SD03, Section 5 (m)). Conforms 5) Does the scheme documentation require that certification bodies carrying out chain of custody certification have technical competence in forest based product procurement and processing, material flows in different stages of processing and trading? (Annex 6, 3.1) UFCS documentation requires certification bodies to have competencies in Chain of Custody (PEFC – Annex 4) (refer to SD03, Section 3); and personnel with required competencies in forest based chain of custody processes (refer to SD03, Section 5 (m)).
