Evaluation and assessment of Uruguayan Forest Certification scheme against the requirements of the PEFC Council iii) Plantation forestry is a major component of sustainable development policy of Government. iv) Forest management standards (UNIT 1152: 2009 and UNIT 1151: 2009) considered to be of “high quality and practical”. v) Department of Environment had very satisfactory input in the development and approval of forest management standards. vi) Department of Environment’s major interest in forest plantations relate to flow-on impacts associated with herbicide and pesticide use, water use, biodiversity, protected areas, scenic amenity and protection of small farms principally dairy farms. vii) Commented that ENGOs (umbrella ENGO in Uruguay is Group Guayubira – www.guayubira.org.au) while invited did not participate in development of forest management standards as they do not support expansion of plantations in Uruguay, primarily citing: Adverse changes in landscape; Use of introduced species and monocultures; Implied support for international companies; Impacts on protected areas; and Adverse cultural and social impacts on local communities. 6) Meeting with Organismo Uruguayo De Acreditacion (OUA): Attendee: Mr Feodero Kunin, President Discussion: i) Explanation, based around power point presentation, of the role and authorities of OUA in accrediting certification bodies. ii) OUA’s utilization of independent Accreditation Committee to accredit certification bodies. iii) OUA’s procedures for finalizing accreditation of certification bodies based on UFCS procedures. 7) Meeting with College of Agriculture, University of Uruguay: Attendees: (a) Soils Department Dr Duran, Former Dean Dr Mano Perez Mr Jorge Hernandez (b) Forestry Department Associate Professor Carolina Sans Dobe (Forest technical expert) Dr Juan Cabris (Forest technical expert) Mr Luis Gallo (Forest technical expert) Ms Graciela Rumero (Forest pests expert) Dr Carlos Pelegrino (Landscape expert) Discussions: i) Explanation of the involvement of University of Uruguay staff in the development of forest management standards including provision of technical advice and pilot testing. ii) iii) Consensus that forest management standard in the UFCS was appropriate for Uruguay. PEFC Council Minimum Requirements Checklist Detailed below is an assessment of the UFCS against PEFCC minimum requirements checklist (GL2/2010) covering: ‣ Part I - Checklist for Standard Setting Process (Annex 2) ‣ Part II Checklist for Certification Schemes and their Implementation (Annex 3) ‣ Part III - Checklist for UFCS Compliance with PEOLG (Annex 3, Chapter 4.2) ‣ Part VI - Checklist for the UFCS CoC Standard (Annex 4) ‣ Part VII - Checklist for Certification and Accreditation Procedures (Annex 6) The column titled “Consultant assessment & reference to assessment report (where relevant)” is an assessment of the UFCS’ level of conformity with PEFCC requirements for the specific question, cross referenced to a section in the assessment report. Where a suitable cross reference in the assessment report is not available, a response is provided in the column headed “Reference to application documents”. For tracking purposes the Checklist retains the responses submitted by PEFC Uruguay as part of UFCS documentation (highlighted in red). The original response submitted by PEFC Uruguay used an earlier version of the Checklist (GL 2/2008). In the following tables, PEFC Uruguay’s answers have been integrated into the current Checklist format (GL 2/2010). It is also important to note that column titled “Reference to application documents” refers to the reference used by PEFC Uruguay in submitting documentation.
