(Annex 6, 4) UFCS documentation (refer to SD03, Section 9(g)) includes requirements for public availability of certification report summaries. Conforms 19) Does the scheme documentation include requirements for usage of information from external parties as the audit evidence? (Annex 6, 4) UFCS documentation provides for usage of information from external parties as audit evidence. The UFCS documentation requires certification bodies to have procedures that allow participation by all parties in the control and function of the certification system (refer to SD03, Section 5(f)). Conforms 20) Does the scheme documentation include additional requirements for certification procedures? (Annex 6, 4) UFCS documentation (refer to SD03) specifies procedures consistent with requirements of PEFCC’s Annex 6, Section 4. Conforms 8.3 Accreditation 21) Does the scheme documentation require that certification bodies carrying out forest management or chain of custody certification are accredited by a national accreditation body? (Annex 6, 5) Certification bodies must be “endorsed by the Uruguayan Organisation of Accreditation (OUA) or other organisation recognised by IAF” (refer to SD03 Section 3(a)). The OUA is the national accreditation body for certification bodies (www.organismouruguayodeacreditacion.org) Conforms 22) Does the scheme documentation require that an accredited certificate bears an accreditation symbol of the relevant accreditation body? (Annex 6, 5) UFCS documentation does not explicitly require that accredited certificates issued by certification body must bear the accreditation symbol of the relevant accreditation body. Does not conform 23) Does the scheme documentation require that the accreditation shall be issued by an accreditation body which is a part of the International Accreditation Forum (IAF) umbrella or a member of IAF’s special recognition regional groups and which implement procedures described in ISO 17011 and other documents recognised by the above mentioned organisations? (Annex 6, 5) UFCS documentation (refer to SD03, Section 3(a)) requires that accreditation of certification bodies is performed by OUA or accreditation body which is recognised by IAF. (Annex 6, 5) UFCS documentation (refer to SD03, Section 3) requires certification bodies to be accredited specific to UNIT 1152 (Sustainable Forest Management and CoC) and PEFC Annex 4 for CoC and have quality systems in place that are consistent with requirement of ISO 17021 or ISO Guide 65. Conforms 25) Does the scheme documentation require that a certification body undertaking chain of custody certification against PEFC Annex 4 as “accredited certification” based on ISO Guide 65? (Annex 6, 5) UFCS documentation (refer to SD03, Section 3) requires that CoC certification bodies must have quality systems which meet requirements of ISO Guide 65. Conforms 8.4 PEFC Notification of Certification Bodies 26) Does the scheme documentation provide for PEFC notification of certification bodies? (Annex 6, 6) UFCS documentation (refer to SD03, Section 3(e)) requires that certification bodies must have received notification from PEFC Uruguay or PEFC International of their endorsement. UFCS documentation does not explicitly detail requirements for notification conditions to cover administration conditions, financial conditions and compliance with accreditation conditions. Partly Conforms 27) Are the procedures for PEFC notification of certification bodies non-discriminatory? (Annex 6, 6) UFCS documentation does not contain explicit procedures for PEFC notification of certification bodies in a non-discriminatory manner. The UFCS documentation refers to policies and procedures of certification bodies not being discriminatory (refer to SD03, Section 4). Does not conform 8.5 Overall Assessment Utilizing the information presented above, the consultants assessed that the UFCS certification and accreditation arrangement does not meet PEFC Scheme requirements due to nonconformities. These non conformities are associated with i) a lack of specific requirements for accreditation certificates issued by certification bodies to include the accreditation symbol of OUA, and ii) and lack of explicit procedures for PEFC notification of certification bodies in a non discriminatory manner. Regarding i) (Section 8.3, question 22) discussions during Field Visit with representatives of OUA indicated they would consider this requirement in finalising procedures for the accreditation of certification bodies under the UFCS. www.itsglobal.net Page 45
