Creation of the WC<strong>PHO</strong>/CH Web Hub is one of the largest and most<br />

significant strategic work streams in the Compass Health Information<br />

Management Strategic Plan 42 . The development of this web hub will<br />

align with the Ministry of Health led Connected Health initiative as part<br />

of the National Systems Development Programme 43 .<br />

4.8.5 The Digital Workforce<br />

WC<strong>PHO</strong>/CH will lead the use of video-presence technologies throughout<br />

the primary health sector in the region. WC<strong>PHO</strong>/CH are currently<br />

working on a pilot project, utilising inexpensive technology to deliver<br />

Continuing Professional Development (CPD) and meeting material to<br />

GPTs on their desktops. This has particular application in rural areas<br />

where providers may not have the time to travel considerable distances<br />

for short but regular CPD or Peer Review sessions.<br />

GPTs will have access to previously recorded CPD sessions, and be able<br />

to stream them directly from the Compass Health Web Hub, straight to<br />

the desktop computers, either in their surgery, in their home, or while<br />

they are travelling or at a conference. The collective knowledge to<br />

provide a better health experience for patients will be able to be stored<br />

and accesses in perpetuity.<br />

By providing high quality, interactive but remote access for CPD, the<br />

Compass Health will enable all providers through the lower North Island<br />

greater opportunities to keep their skills in top form.<br />

The organisation will invest time and resource into better understanding<br />

the ability of this video-presence technology to deliver specialist health<br />

services to semi-rural or rural areas. This will be a revolutionary service<br />

to improve access for those hard-to-reach populations, providing<br />

appropriate services in closer and therefore more convenient locations<br />

for them.<br />

4.8.6 Change the Reporting Paradigm<br />

WC<strong>PHO</strong>/CH will change the way funders and providers think about<br />

health information and contractual reporting. Setup of the regional<br />

sector-wide health information analysis unit would facilitate a more<br />

complete health data repository. Radical new thinking will leading the<br />

sector away from “funding” based reporting. Following health dollars<br />

leads to siloed data, siloed information and siloed thinking 44 . Health care<br />

in <strong>New</strong> <strong>Zealand</strong> is holistic and patient centred. The current model of<br />

reporting assumes that each health consultation is funded by a single,<br />

unique funding stream. This is not how health services work, particularly<br />
