Keppler Cape May County, New Jersey Leighton 0. Hester Pinellas County, Florida The NACE officers met at a NACO Mid-Winter Conference in Indianapolis, Indiana, November 25-26, 1956. A draft of a proposed County Road Maintenance Guide was presented. It was decided to study this and hold an Executive Committee meeting in Washington, D. C. in April, 1957. The NACE Executive Committee met in Washington, D.C., March 4-6, 1957. Five working committees were named and each committee was given an assignment to work on particular manuals. Four of the Executive Committee members were named as a Central Committee to oversee and coordinate the work of the other committees. 1957 NACO Conference At the Annual Meeting of NACO in Atlanta, Georgia, July 14-17, 1957, President Benson presented the study project on County Road Administration to approximately 350 county officers. At the NACE Board of Directors meeting the John B. Benson, Jr. Constitution was amended to: 1) Change from Districts to Regions 2) Provide for meetings to be run by Roberts Rules of Order 3) Establish an Honorary Membership class A special joint committee of commissioners and engineers was formed to work on COUNTY ROAD MANAGEMENT RELATIONS”. Mr G. P St Clair, Secondary Roads En ineer, Bureau of Public Roads (BPR), needed information on County Road Design Standards and Cost Factors for use in the Highway Cost Allocation Study required under Section 210 of the Federal Highway Act of 1956 and asked assistance from NACE. Committee II responded, calling a meeting in Washington of members and advisors. This meeting served to point out the lack of information available at the local level. By unanimous vote of members in attendance at the first NACE Membership Business Meeting in Atlanta, Georgia. the following officers were selected for the coming year:
