July, 1970 to July, 1971<br />

In the fall <strong>of</strong> 1970 <strong>NACE</strong> President Anklan appeared before the joint U.S. House <strong>of</strong><br />

Representatives-Senate Committee on Public Works to report on the Highway Safety Program,<br />

which brought about a discussion <strong>of</strong> ‘Red Tape.”<br />

During the latter part <strong>of</strong> 1970 the <strong>NACE</strong> Board <strong>of</strong> Directors met with FHWA representatives and<br />

reached a tentative agreement for sponsorship <strong>of</strong> a research project to update old <strong>NACE</strong><br />

management guides, develop new ones, and conduct workshops for county engineers.<br />

1971 <strong>NACE</strong> Conference<br />

<strong>The</strong> Annual <strong>NACE</strong> Management-Research Conference was<br />

held in Birmingham, Alabama, in March 2-4, 1971.<br />

Research Committee Chairman, Herbert Kiossner,<br />

Hennepin County, Minnesota, announced that FHWA had<br />

dedicated $200,000.00 to the proposed <strong>NACE</strong> research<br />

project.<br />

In April, President Anklan and <strong>First</strong> Vice President<br />

VanRoekel traveled to Washington, D.C., to assist in the<br />

search for a <strong>NACE</strong> Research Project Director at NACoRF.<br />

After interviewing a number <strong>of</strong> candidates, the review<br />

committee agreed on William R. Maslin as the outstanding<br />

candidate, Dr. Marian Hankerd, formerly with the ASF,<br />

was hired as Deputy Project Director. Seventeen manuals<br />

were subsequently produced from this contract.<br />

1971 NACo Conference<br />

‘ACE parucipated in the Annual ACo Conference that was held in Milwaukee. Wisconsin. July<br />

18-21. i91. <strong>NACE</strong> President Ankian announced that Eldo Schornhorst had left county employment<br />

to go into the contracting business and had resigned as Secretary-Treasurer <strong>of</strong> <strong>NACE</strong>. He also read<br />

a bnef report from Eldo and reported a net loss <strong>of</strong> 12 members in the last year.<br />

It was pointed out that requests for the <strong>NACE</strong> Membership Directory are increasing noticeably. <strong>The</strong><br />

membership adopted a motion directing that all commercial companies and mailers be charged<br />

$5000 per copy.<br />
