In the fall of 1970 NACE President Anklan appeared before the joint U.S. House of
Representatives-Senate Committee on Public Works to report on the Highway Safety Program,
which brought about a discussion of ‘Red Tape.”
During the latter part of 1970 the NACE Board of Directors met with FHWA representatives and
reached a tentative agreement for sponsorship of a research project to update old NACE
management guides, develop new ones, and conduct workshops for county engineers.
1971 NACE Conference
The Annual NACE Management-Research Conference was
held in Birmingham, Alabama, in March 2-4, 1971.
Research Committee Chairman, Herbert Kiossner,
Hennepin County, Minnesota, announced that FHWA had
dedicated $200,000.00 to the proposed NACE research
project.
In April, President Anklan and First Vice President
VanRoekel traveled to Washington, D.C., to assist in the
search for a NACE Research Project Director at NACoRF.
After interviewing a number of candidates, the review
committee agreed on William R. Maslin as the outstanding
candidate, Dr. Marian Hankerd, formerly with the ASF,
was hired as Deputy Project Director. Seventeen manuals
were subsequently produced from this contract.

1971 NACo Conference
‘ACE parucipated in the Annual ACo Conference that was held in Milwaukee. Wisconsin. July
18-21. i91. NACE President Ankian announced that Eldo Schornhorst had left county employment
to go into the contracting business and had resigned as Secretary-Treasurer of NACE. He also read
a bnef report from Eldo and reported a net loss of 12 members in the last year.
It was pointed out that requests for the NACE Membership Directory are increasing noticeably. The
membership adopted a motion directing that all commercial companies and mailers be charged
$5000 per copy.
