In August, 1968, a committee <strong>of</strong> <strong>NACE</strong> appeared before the House Public Works Committee <strong>of</strong> the<br />

U.S. Congress opposing the passage <strong>of</strong> a bill to widen, lengthen and increase the weight <strong>of</strong> trucks<br />

using the Interstate Highway System. <strong>The</strong> bill finally failed, due in part to <strong>NACE</strong>’s presentation.<br />

<strong>The</strong> functional classification <strong>of</strong> highway systems was initiated by the Federal Department <strong>of</strong><br />

Transportation (DOT), in cooperation with state and local governments, to realign future Federal<br />

Aid programs. <strong>NACE</strong> had previously drafted guidelines for the implementation <strong>of</strong> functional<br />

classifications and advocated its use to the joint AASHO-NACO-<strong>NACE</strong> Committee.<br />

<strong>The</strong> County Route Marker program, designed by <strong>NACE</strong> Past President William D. McIntosh,<br />

Lassen County, California, was nationally accepted and included in the Manual <strong>of</strong> Uniform Traffic<br />

Control Devices.<br />

1969 <strong>NACE</strong> Conference<br />

<strong>The</strong> Ninth Annual <strong>NACE</strong> Management-Research Conference was held at Kiamesha Lake, New<br />

York, April 16-18, 1969. Charlie Wilmot, Subsidies Engineer for the Province <strong>of</strong> Ontario, Canada,<br />

presented a draft <strong>of</strong> “County Road Management”. Due to lack <strong>of</strong> funds, this manual was never<br />

j,ublished. A new committee named “<strong>The</strong> Future <strong>of</strong> <strong>NACE</strong>” was appointed.<br />

<strong>NACE</strong> dues were raised from $5.00 to $10.00 per year to become effective in 1970. This was the<br />

first raise in dues since <strong>NACE</strong> was organized in <strong>1956</strong>.<br />

<strong>The</strong> Consultant and Director <strong>of</strong> the EDA program reported completion <strong>of</strong> the demonstration project<br />

contract.<br />
