At the timeUSPSA was organized, there wereclubs engaging in IPSC competitionthat had never seen a copy of therules. In many cases, the rules weregenerally passed along from anotherclub. As you might imagine, this leftroom for many different interpretationsand subsequent confusion.One of the first orders of businesswas to obtain copies of the IPSCrules and to establish a range officerprogram. This would allow USPSAto improve overall understanding ofthe rules, and, it was hoped, beginto develop a corps of officials thatwould provide consistency in matchoperations. David Churilla of Floridatook on this important task andserved as the first director of the Na-tional Range Officers Institute. Inearly 1983, we hit the road presentingNROI seminars to interestedclubs. It was quickly noted that therules of IPSC had a distinctly Britishflavor, with many notable phrases inthe best Queen's English. This was aresult of the hard work of ourfriends in the United Kingdom PracticalShooting Association, who devoteda tremendous amount of timeand effort in the preparation anddocumentation of the rules.However, some of the people inthe United States had a bit of difficultywhen presented with theproper British English sentence constructionand spellings. A good exampleof this may be found in Section8.06 - Malfunctions, whichstates, "VVhilst rectifying a malfunction..."Many Americans would describethis event by writing "whileclearing a jam," or "when fixing amalfunction." In an effort to clarifysome of these points, it was decidedthat when the rules were publishedby USPSA some clarification wouldbe provided in parentheses followingthe normal intemational wordingof the rule. This method was alsoused to attempt to be very clear onwhat the rule was really saying becauseat that time there were manyrules that might be interpreted differentlyby several officials.The intent of this modification, ofattempting to make things as clearas possible, worked well for the firstfew years of USPSA. As time wenton and personnel involved in theprogram changed, the interpretationspublished in parentheses developedinto totally different statementsof the rules and were at timesin conflict with the way other regionswere practicing IPSC. Over aperiod of years, this developed to apoint where there were numerousdifferences in the application of theIPSC rules. You might stand on arange in Canada, Australia or Venezuelaand get the same interpretation,but if you were in the UnitedStates it could be a different story.With the current administrationof USPSA, we have seen over thepast few years a narrowing of thegap between the U. in what is read in the rule book inany region. This is certainly not toimply that the rest of IPSC is perfectand correct and the United States isnot. There was never a World Assemblyof IPSC that some rules werenot hotly debated, and that we sawregions beginning to move awayfrom the intent of a rule, but the importantconsideration is that if weare all working from the same basicdocument, we may more easily ensurethat we all proceed in the samedirection.That being said, let's examinesome of the differences that USPSAcompetitors arriving for the NorthAmerican Championship will find ifthis is their first experience with aninternational event. The first onethat comes to mind is that the IPSCrules use the term Standard Divisionfor the "stock" guns while in USPSAlingo we see Limited Division. Boththe USPSA and IPSC books use theterm Modified. While most of theguidelines are the same, there are afew significant differences, the firstbeing that both Modified and Standardguns with magazines insertedmust fit into a box with the dimensionsof 225mm x 150mm x 45mm(Look, Fred, it's those pesky "nun"things the rest of the world is alwaysthrowing around fir measurements!)And all magazines to be used mustbe able to be inserted in the gun andplaced in the box.Another important considerationbefore arriving in Barry is a holstercheck.
