Also,President Andy Holiar stated to have the minutesreflect that Jeff Nelson, who was absent,had sent his proxy to vote to Randy Cestaro.The Original Waller Field BagfOrder Toll Free:MOTION: Dave Carruthers moved that theboard approve the minutes of the board meetingof August 1997 as amended. Seconded byKeith Milberger, Passed unanimously.Amendment: Lamy Bullock suggested thatthe board members and officers be listed separatelyin the August minutes.ACTIONS OF THE USPSA OFFI-CERS AND DIRECTORSMOTION: Steve Kalamen moved the boardapprove the actions of the USPSA officers anddirectors taken on behalf of USPSA during theyear of 1997. Seconded by Mike Martin. PassedunanimouslyFINANCIAL REPORTThe Ext_scuhve Manager presented the fourthquarter unaudited financial report. The boardshowed its appreciation to Dave Thomas forhis presentation of the financial report. Aftersome discussion, the following motion wasstated.MOTION: Dave Carruthers moved that theboard approve the executive manager's unauditedfourth quarter financial report. Secondedby Keith Milberger. Passedunanimously.1997 ELECTIONS OF DIRECTORSThe results of the 1997 elections have beenreported by the accounting firm of JacobsonJarvis & Company in accordance with the bylaws.Elected directors are present and welcomedto the USPSA board of directors. Theboard discussed the mailing process for theballots so that the membership can receive theballots in a timely manner. The board agreed to mail thefuture ballots by first class mail.MOTION: John Hurst moved that the resultsof the 1997 Area Election be accepted andthe ballots be ordered to be destroyed by June30, 1998. Seconded by Randy Cestaro. Passedunanimously.CORPORATE SECRETARYMOTION: Larry Bullock made a motionthat the board go into executive session andthat Judy Sunderlin leave the room. Secondedby Keith Milberger. Passed unanimously.The board came out of executive session at9:15 a.m. and returned to regular session.MOTION: Dave Carruthers moved that theUSPSA corporate secretary be reimbursed$100 per travel meeting to help cover time lostfrom the normal job and not otherwise paid by1JSPSA. Seconded by Keith Milberger. Passedunanimously.USPSA BUDGET - 1998 AND GOLDTEAM FUNDING POLICYThe next item on the agenda is the 1998USPSA Budget and Gold Team Funding Policy.After a brief discussion, the board took thefollowing action.MOTION: Larry Bullock moved that theboard table the 1998 USPSA Budget and theGold Team Funding Policy until later in theagenda. Seconded by Steven Kalamen. Passedunanimously.USPSA ACCOUNTING AND PROCE-DURES MANUALPresident Andy Hollar complimented DaveThomas for all his work on the USPSA Accountingand Procedures Manual. After alengthy discussion:MOTION: Mike Martin moved that theboard adopt the USPSA Accounting and ProceduresManual presented and reviewed atthe meeting and requested that each boardmember present fill out and sign a Conflict OfInterest form and retum it to the executivemanager by the end of the day and that JeffNelson be sent a Conflict of Interest form andthe form is to be returned as soon as possible.Procedures may be changed from tirne to timeby the executive manager so long as thoseprocedures comply with the policy set forth inthis manual and with generally accepted accountingprinciples. The USPSA board willreview and approve this manual annually.Seconded by Dave Carruthers. Passed unanimously.MATCH DIRECTORS SEMINARAfter some discussion regarding the MatchDirectors Seminar, the following action wastaken.MOTIONS: Larry Bullock moved that eachUSPSA area director may designate no morethan two people to attend the Match DirectorSeminar. These will normally be the areamatch director, area match range master, prizecoordinator, or assistant match director. Thearea director should aftend when perforrningthe function of one of these positions. In addition,the USPSA president may, by special invitation,add the director and range master ofthe 3-Gun Nationals, and director and rangemaster of any scheduled tournament-sizedIPSC match to be conducted within the UnitedStates. USPSA in accordance with normal USPSAtravel policy when they are included in theapproved USPSA budget. Staff attendees asdirected by the president will conduct the twodayseminar. Seconded by Steve Kalamen.Passed unanimously.USPSA JUNIOR PROGRAMPresident Andy Hollar invited David Francisinto the board meeting and introducedDavid Francis. Mr. Francis gave his thanks tothe board for the privilege of being invited tothe board meeting and his appreciation to theboard and officers for the support and guidancehe has received.The first proposal Mr. Francis presented regardedreducing the nationals entry fee forjuniors by 50 percent.Larry Bullock moved that junior shooters(per USPSA rules) be given half off their entryfees for any U.S. National Championshipmatch and that one Open and one Limited slotbe made available for the top junior shooter ofeach area championship. Each top junior at theU.S. Nationals will also be awarded a returnslot. Seconded by Steven Kalamen. Passed u-nanimously.The second proposal presented regards ajunior shooting camp. A proposal from KayClark and Jerry Miculek is pending. The juniorshooting camp is tentatively set for August1998. Estirnated cost for one junior from eacharea to attend the shootirig camp is approximately$700. Also, the board will hold a conferencemeeting when the proposal/contractis received from Kay Clark and Jerry Miculek.After a lengthy discussion the board took thefollowing action.Larry Bullock moved that each area directorselect one junior shooter from his area to beawarded a scholarship to the Jurtior ShootingCamp to be paid for by USPSA. Selection mustbe submitted and accepted by the junior at thehome office at least four weeks prior to thecamp. Steve Kalarnen seconded the motion.Passed unartimously.The board discussed a junior training programto be incorporated in a USPSA manual,which would be discussed in detail at a laterdate. The board will address the junior programissue when the budget item is back onthe table for discussion. The board will beasking the membership for its input and assistancein regard to the junior program.CLASSIFICATION STAGESLarry Bullock moved the publication ofcourses for the USPSA classification systemproceed with the printing and distribution ofa new book in 1998. The book is to be dividedinto three sections of 24 stages which will providecourses for the classification system. Eachsection will provide the courses for a singleyear and will be rotated such that the samestages will be shot every three years. Adjustmentsto the maximum hit factors will occur asappropriate. Seconded by Steve Kalamen.After a lengthy discussion, the motion wasamended to read as follows:Larry Bullock moved the publication ofcourses for the USPSA classification systemproceed with the printing and distribution ofa new book in 1998. Any course of fire may beselected up to a maximum of 12 per year.Seconded by Steve Kalamen. Passed unanimously.The board took a lunch break and retumedto the regular session at 1:45 p.m.CLASSIFICATION SCORES FORPRACTICAL CARRYDave Carruthers moved that scores forshooters in Practical Carry category should besent in for classification. The amended PracticalCarry guidelines are to be published assoon as practical. Seconded by Keith Milberger.Motion was not approved, so motion notcarried.There was a lot of discussion regarcling theprocess of scoring Practical Carry shooters'scores for classification.Keith Milberger moved that this subject betabled until Sunday morning. Seconded byMike Martin. Approved unanimously.PURCHASING OR BUILDING AN OF-FICE FOR USPSAKeith Milberger wanted to say "Thanks" toRandy Cestaro for taking his tiine to preparethis well-documented presentation.Larry Bullock moved that the president appointa committee to continue the analysis ofoffice and range ownership until January 2000.The committee must be confirmed by theboard of directors and should expect to makean interim report at a January 1999 board meeting.'The committee will consider advice solicitedfrom the USPSA membership, USPSAaccountants, real estate agents, local officials,and other sources it may choose. Reasonableexpenses for the committee's work will be reimbursedby USPSA.
