3.5 Decomposing the targeting problem – separating administration<strong>and</strong> design effectsThe previous sub-section showed that targeting errors are being caused by both inappropriaterecipient allocations across locations <strong>and</strong> by difficulties in identifying the poorest <strong>OVC</strong> households.To better underst<strong>and</strong> the second of these concerns, it is useful to decompose the targetingproblem, into issues of (a) design <strong>and</strong> (b) administration.Design issues relate to how well the eligibility criteria succeed in pinpointing poor <strong>OVC</strong>households. If there are large numbers of poor <strong>OVC</strong> households that do not satisfy the eligibilitycriteria, or large numbers of non-poor <strong>OVC</strong> households that do, then there will be significanttargeting errors.Administrative issues relate to how successfully the targeting process is implemented. If theeligibility criteria are well designed but not properly implemented then there are likely to besignificant targeting errors. On the other h<strong>and</strong>, administrative leakage may sometimes result inimproved targeting, particularly if the eligibility criteria have been badly designed.
