CRITERIA FOR ADVANCEMENT TOHIGHER LEVEL COMPETITIONScontinued4. When conditions exist which preclude all 1st, 2nd or 3rd placewinners from advancing to higher level competition (e.g., aChapter has 100 1st, 2nd and 3rd place winners in the 100 meterdash and a quota of five athletes for the 100 meter dash at thenext World Games), athletes shall be selected as follows:a. First priority: athletes shall be 1st place winners in at least theevent at the next lower level of competition. If the number of1st place winners exceeds the quota, athletes shall be chosenby random selection from among all division winners.b. Second priority: athletes who were 2nd place finishers in theevent shall be chosen next by random selection, then 3rdplace finishers.c. A team having no competition at a specific level shall bedeclared a winner. The team shall not receive a place award;however, the team shall be eligible to advance to the nexthigher level of competition.5. If a <strong>Special</strong> <strong>Olympics</strong> organization, because of the size ornature of its competition program, finds that these criteria areinappropriate, it can request authority to deviate from them. Sucha request should be submitted, along with proposed substituteselection criteria, to the President of <strong>Special</strong> <strong>Olympics</strong>, Inc. atleast ninety days before the Games or competition for whichthese different selection criteria will be used.Please refer to the Pre-Registration Quota (page 16) andeach individual sport (pages 38-83) for specific criteria forUNIFIED SPORTS ®RULESThe Official <strong>Special</strong> <strong>Olympics</strong> <strong>Sports</strong> Rules shall govern all Unified<strong>Sports</strong> ® competitions. Please check the Official <strong>Special</strong> <strong>Olympics</strong><strong>Sports</strong> Rules for the most up-to-date information. Points of emphasisfor Unified <strong>Sports</strong> ® include:1.
