No national park, wild life sanctuary, biospherereserve & ecologically sensitive area are located within 10 Km <strong>of</strong> project site. Total cost <strong>of</strong> <strong>the</strong> project isRs. 86.66 lakhs and Rs. 5 Lakhs & Rs. 4.6 lakhs will be earmarked towards capital cost & recurring cost/annum for environmental pollution control measures.Clinker and Gypsum are <strong>the</strong> raw materials that would be used in varying ratio for <strong>the</strong>manufacturing <strong>of</strong> OPC. The manufacturing process involves raw material unloading and storage,grinding <strong>of</strong> material in a ball mill and packaging <strong>of</strong> finished product. The raw materials will be stored incovered sheds and water sprinkling would be regularly done to minimize <strong>the</strong> dust generation. Bucketelevators will be closed type and Conveyor Belts will be provided with covering hoods. The powerrequirement <strong>of</strong> 350 KW will be met from grid power supply <strong>of</strong> RSEB and a D.G Set <strong>of</strong> 100 KVA capacitywill be provided for power back up.Ambient air quality monitoring carried during winter season reveals that <strong>the</strong> concentrations <strong>of</strong>PM 10 and PM 2.5 for all <strong>the</strong> 5 AQQM stations were found between 74 to 91 µg/m 3 and 50 to 68 µg/m 3respectively. The concentrations <strong>of</strong> SO 2 and NO 2 were found to be in <strong>the</strong> range <strong>of</strong> 10.2 to 16.7 µg/m 3and 24.32 to 26.75 µg/m 3 respectively. All major sources <strong>of</strong> air pollution will be provided with BagHouses/ Bag Filters & ESP to maintain <strong>the</strong> PM emissions level below 50 mg/ Nm 3 to control particulateemissions. All materials transfer points will be provided with bag filters to entrap <strong>the</strong> emissions at <strong>the</strong>source itself. The DG sets will be housed in inbuilt acoustic enclosures and will be provided withadequate stack height (as per <strong>the</strong> norms <strong>of</strong> CPCB) so that <strong>the</strong> emissions are well within <strong>the</strong> norms.The water requirement <strong>of</strong> 7 m 3 /d will be met from RIICO. No process wastewater will begenerated. The wastewater generated from various domestic activities will be 3 m 3 /d and will be treatedin septic tank followed by soak pit. Rain water harvesting will be practiced at plant and colony area. Nosolid waste will be generated in cement manufacturing process. Dust collected from air pollution controlequipment will be 100 % recycled in <strong>the</strong> process. Septic tank sludge would be used as manure aftertreatment. The spent oil will be disposed as par RSPCB guidelines to authorized agencies. D.G. set willbe housed in an inbuilt acoustic enclosure. Silencers will be provided in <strong>the</strong> machineries generating highnoise. Noise attenuating devices like earplugs and earmuffs will be provided to <strong>the</strong> workers exposed tohigh noise level.Public hearing is exempted by categorizing <strong>the</strong> project in B-2 category due to use <strong>of</strong> energyefficient technology, no clinker manufacturing at <strong>the</strong> proposed site, no sensitive area within 10 km.radius, ‘zero’ effluent discharge, utilization <strong>of</strong> all <strong>the</strong> solid waste in <strong>the</strong> process itself including utilization<strong>of</strong> fly ash etc.After detailed deliberation, <strong>the</strong> <strong>Committee</strong> recommended <strong>the</strong> project for environmental clearancesubject to submission <strong>of</strong> Copy <strong>of</strong> Gazette Notification <strong>of</strong> Industrial Area, Incremental GLCs due to <strong>the</strong>proposed plant, Budgetary break up for 5% ESC activities and <strong>the</strong> stipulation <strong>of</strong> following specificconditions along with o<strong>the</strong>r environmental conditions:i. Particulate emissions shall be controlled within 50 mg/Nm 3 by installing adequate air pollutioncontrol system viz. Bag filters and stacks <strong>of</strong> adequate height etc. Data on ambient air, fugitiveand stack emissions shall be submitted to <strong>the</strong> Ministry’s Regional Office at Lucknow, SPCB andCPCB regularly.ii.iii.iv.The National Ambient Air Quality Standards issued by <strong>the</strong> Ministry vide G.S.R. No. 826(E)dated 16 th November, 2009 should be followed.Gaseous emission levels including secondary fugitive emissions from all <strong>the</strong> sources shall becontrolled within <strong>the</strong> latest permissible limits issued by <strong>the</strong> Ministry and regularly monitored.Guidelines/Code <strong>of</strong> Practice issued by <strong>the</strong> CPCB should be followed.The company shall install adequate dust collection and extraction system to control fugitive dustemissions at various transfer points, raw mill handling (unloading, conveying, transporting,stacking), vehicular movement, bagging and packing areas etc. All <strong>the</strong> raw material stock pilesshould be covered. A closed clinker stockpile system shall be provided. All conveyers should be15
