vii. Total water requirement shall not exceed 100 m 3 /day. All the treated wastewater shall berecycled and reused in the process and/or for dust suppression and green belt development andother plant related activities etc. No process wastewater shall be discharged outside the factorypremises and ‘zero’ discharge should be adopted.viii.ix.Efforts shall be made to make use of rain water harvested. If needed, capacity of the reservoirshould be enhanced to meet the maximum water requirement. Spentoil and batteries shall be sold to authorized recyclers / reprocessors only.xi.xii.xiii.xiv.xv.xvi.Efforts shall be made to use low-grade lime, more fly ash and solid waste in the cementmanufacturing.An effort shall be made to use of high calorific hazardous waste in the cement kiln and necessaryprovision should be made accordingly.As proposed, green belt shall be developed in at least 33 % area in and around the cement plantas per the CPCB guidelines to mitigate the effects of air emissions in consultation with localDFO.All the recommendations made in the Charter on Corporate Responsibility for EnvironmentProtection (CREP) for the Cement plants should be implemented.All the commitments made to the public during the Public Hearing / Public Consultation meetingheld on 26 th December, 2011 shall be satisfactorily implemented and a separate budget forimplementing the same shall be allocated and information submitted to the Ministry’s RegionalOffice at Chandigarh.At least 5 % of the total cost of the project shall be earmarked towards the Enterprise SocialCommitment based on Public Hearing Issues and item-wise details along with time bound actionplan shall be prepared and submitted to the Ministry’s Regional Office at Chandigarh.Implementation of such program shall be ensured accordingly in a time bound manner.36.2.7 Proposed Cement Grinding Unit (200 TPD/73,000 TPA) at Plot No. E-18, RIICO Industrial Area,Village Sota Nala, Tehsil Behror, District Alwar, Rajasthan by M/s Aditya Cement- regardingEnvironmental ClearanceThe project authorities along with their environmental consultant, M/s. TEAM Institute of Science& Technology Pvt. Ltd., Jaipur gave a detailed presentation on the salient features of the project andproposed environmental protection measures to be undertaken as per the Terms of Reference (TORs)accorded during the 24 th Meeting of the Expert Appraisal Committee (Industry-1) held during 19 th -20 thMay, 2011 for the preparation of EIA/ EMP. The stand alone cement grinding units are covered underCategory ‘B’ as per para 3(b) of the Schedule of the EIA notification 2006, but due to InterstateBoundary of Haryana within 10 km radius of the project site, the proposal was considered as a Category“A” Project and appraised at the Centre.M/s Aditya Cement have proposed for Cement Grinding Unit (200 TPD/ 73,000TPA) at Plot No.E-18, RIICO Industrial Area, Village Sota Nala, Tehsil Behror, District Alwar, Rajasthan. The total plotarea for the proposed plant is about 4,018.40 sq. mtrs., out of which, about 1,420 sq. m. (35% of the14
total area) will be developed as green belt/ plantation. No national park, wild life sanctuary, biospherereserve & ecologically sensitive area are located within 10 Km of project site. Total cost of the project isRs. 86.66 lakhs and Rs. 5 Lakhs & Rs. 4.6 lakhs will be earmarked towards capital cost & recurring cost/annum for environmental pollution control measures.Clinker and Gypsum are the raw materials that would be used in varying ratio for themanufacturing of OPC. The manufacturing process involves raw material unloading and storage,grinding of material in a ball mill and packaging of finished product. The raw materials will be stored incovered sheds and water sprinkling would be regularly done to minimize the dust generation. Bucketelevators will be closed type and Conveyor Belts will be provided with covering hoods. The powerrequirement of 350 KW will be met from grid power supply of RSEB and a D.G Set of 100 KVA capacitywill be provided for power back up.Ambient air quality monitoring carried during winter season reveals that the concentrations ofPM 10 and PM 2.5 for all the 5 AQQM stations were found between 74 to 91 µg/m 3 and 50 to 68 µg/m 3respectively. The concentrations of SO 2 and NO 2 were found to be in the range of 10.2 to 16.7 µg/m 3and 24.32 to 26.75 µg/m 3 respectively. All major sources of air pollution will be provided with BagHouses/ Bag Filters & ESP to maintain the PM emissions level below 50 mg/ Nm 3 to control particulateemissions. All materials transfer points will be provided with bag filters to entrap the emissions at thesource itself. The DG sets will be housed in inbuilt acoustic enclosures and will be provided withadequate stack height (as per the norms of CPCB) so that the emissions are well within the norms.The water requirement of 7 m 3 /d will be met from RIICO. No process wastewater will begenerated. The wastewater generated from various domestic activities will be 3 m 3 /d and will be treatedin septic tank followed by soak pit. Rain water harvesting will be practiced at plant and colony area. Nosolid waste will be generated in cement manufacturing process. Dust collected from air pollution controlequipment will be 100 % recycled in the process. Septic tank sludge would be used as manure aftertreatment. The spent oil will be disposed as par RSPCB guidelines to authorized agencies. D.G. set willbe housed in an inbuilt acoustic enclosure. Silencers will be provided in the machineries generating highnoise. Noise attenuating devices like earplugs and earmuffs will be provided to the workers exposed tohigh noise level.Public hearing is exempted by categorizing the project in B-2 category due to use of energyefficient technology, no clinker manufacturing at the proposed site, no sensitive area within 10 km.radius, ‘zero’ effluent discharge, utilization of all the solid waste in the process itself including utilizationof fly ash etc.After detailed deliberation, the Committee recommended the project for environmental clearancesubject to submission of Copy of Gazette Notification of Industrial Area, Incremental GLCs due to theproposed plant, Budgetary break up for 5% ESC activities and the stipulation of following specificconditions along with other environmental conditions:i. Particulate emissions shall be controlled within 50 mg/Nm 3 by installing adequate air pollutioncontrol system viz. Bag filters and stacks of adequate height etc. Data on ambient air, fugitiveand stack emissions shall be submitted to the Ministry’s Regional Office at Lucknow, SPCB andCPCB regularly.ii.iii.iv.The National Ambient Air Quality Standards issued by the Ministry vide G.S.R. No. 826(E)dated 16 th November, 2009 should be followed.Gaseous emission levels including secondary fugitive emissions from all the sources shall becontrolled within the latest permissible limits issued by the Ministry and regularly monitored.Guidelines/Code of Practice issued by the CPCB should be followed.The company shall install adequate dust collection and extraction system to control fugitive dustemissions at various transfer points, raw mill handling (unloading, conveying, transporting,stacking), vehicular movement, bagging and packing areas etc. All the raw material stock pilesshould be covered.
