2. Low Carbon Ferro Chrome 12003. Chrome Metal 12004. Ferro Titanium 12005. Ferro Molybdenum 1200Total 9600Reaction Chamber will be used for manufacture <strong>of</strong> low carbon ferro alloys. The processproposed is Alumino Thermic Reduction. The Thermit Process for <strong>the</strong> production <strong>of</strong> Low Carbon FerroAlloys involves exo<strong>the</strong>rmic reaction, where heat is generated. Most <strong>of</strong> <strong>the</strong> raw material such asConcentrate <strong>of</strong> Molybdenum, Chromium, Titanium, Manganese, Lime Powder, AluminiumGranules/Powder, Silico Manganese & Ferro Silicon are received duly packed in HDPE bags and storedunder covered ro<strong>of</strong>. The power requirement will be supplied by APIIC. The bagged material received in<strong>the</strong> trucks is unloaded manually into <strong>the</strong> storage area. The persons engaged for this purpose will beprovided with personal protective equipment such as clear goggles, nose mask etc. The daily requiredmaterial will be transferred to <strong>the</strong> production bay from storage bay with <strong>the</strong> help <strong>of</strong> pay loaders and liftedto overhead silos by EOT Crane. Here also <strong>the</strong> persons (max 2 nos/day) engaged to open <strong>the</strong> bags willbe provided with clear goggles, nose mask etc.Ambient air quality monitoring was carried out at 8 locations during December 2011 to February2012 and <strong>the</strong> data indicated <strong>the</strong> average values as PM 2.5 (11.2 to 21.5 g/m 3 ), PM 10 (20.6 to 38.5 g/m 3 ),SO 2 (6.0 to 10.8 g/m 3 ) and NOx (6.2 to 11.7 g/m 3 ). The incremental values <strong>of</strong> PM 10 and NOx are 0.1µg/m 3 and 0.8 µg/m 3 respectively. The resultant concentrations are within <strong>the</strong> permissible limit.Fume extraction system with hoods followed by Ventury scrubber will be provided. Total waterrequired for <strong>the</strong> proposed plant is 13 KLD and will be supplied by APIIC. No wastewater will begenerated from <strong>the</strong> proposed low carbon ferro alloys plant as closed circuit cooling system will beadopted, only wastewater will be sanitary wastewater, which will be treated in septic tank followed bysoak pit. Most <strong>of</strong> <strong>the</strong> slag generated will be recycled in <strong>the</strong> process by using it for lining <strong>the</strong> reactionvessels to withstand <strong>the</strong> high reaction temperature. Balance slag will be sold to refractorymanufacturers, cement manufacturers and cast iron foundries. The slag will be crushed and given tobrick manufacturers.Public hearing is not required as per Para 7 (i) III (b) <strong>of</strong> EIA Notification, 2006 as <strong>the</strong> project islocated in notified industrial area.After detailed deliberation, <strong>the</strong> <strong>Committee</strong> recommended <strong>the</strong> project for environmental clearancesubject to stipulation <strong>of</strong> following specific conditions along with o<strong>the</strong>r environmental conditions:1. No charcoal shall be used as fuel. Pet coke shall be used as fuel instead <strong>of</strong> charcoal fromunknown sources.2. Continuous monitoring facilities for all <strong>the</strong> stacks and sufficient air pollution control equipmentsviz. fume extraction system with bag filters, ID fan and stack <strong>of</strong> adequate height to submergedarc furnace shall be provided to control emissions below 50 mg/Nm 3 .3. The National Ambient Air Quality Standards issued by <strong>the</strong> Ministry vide G.S.R. No. 826(E) dated16 th November, 2009 shall be followed.4. Secondary fugitive emissions from all <strong>the</strong> sources shall be controlled within <strong>the</strong> latest permissiblelimits issued by <strong>the</strong> Ministry and regularly monitored. Guidelines / Code <strong>of</strong> Practice issued by <strong>the</strong>CPCB shall be followed.7
