All the coal fines, char from DRI plant shall be utilized in AFBC boiler of power plant and no charshall be used for briquette making or disposed off anywhere else. AFBC boiler shall be installedsimultaneously along with the DRI plant to ensure full utilization of char from the beginning. Scrapshall be used in steel melting shop (SMS) and SMS slag and kiln accretions shall be properlyutilized. All the other solid waste including broken refractory mass shall be properly disposed off inenvironment-friendly manner.xi.xii.xiii.xiv.xv.xvi.xvii.xviii.xix.xx.Proper utilization of fly ash shall be ensured as per Fly Ash Notification, 1999 and subsequentamendment in 2003.Vehicular pollution due to transportation of raw material and finished products shall becontrolled. The roads shall be regularly cleaned with mechanicalsweepers. A 3-tier avenue plantation using native species shall be developed along the roads.Facilities for parking of trucks carrying raw coal from the linked coalmines shall be created within theUnit.Proper handling, storage, utilization and disposal of all the solid waste shall be ensured and regularreport regarding toxic metal content in the waste material and its composition, end use ofsolid/hazardous waste should be submitted to the Ministry’s Regional Office at Bhopal, SPCB andCPCB.A time bound action plan shall be submitted to reduce solid waste, its proper utilization and disposal.Risk and Disaster Management Plan along with the mitigation measures shall be prepared and acopy submitted to the Ministry’s Regional Office at Bhopal, SPCB and CPCB within 3 months ofissue of environment clearance letter.As proposed, green belt shall be developed in 33 % of plant area as per the CPCB guidelines inconsultation with the DFO.All the recommendations made in the Charter on Corporate Responsibility for EnvironmentProtection (CREP) for the Steel Plants should be implemented.At least 5 % of the total cost of the project should be earmarked towards the corporate socialresponsibility and item-wise details along with time bound action plan should be prepared andsubmitted to the Ministry’s Regional Office at Bhopal. Implementation of such program should beensured accordingly in a time bound manner.The company shall provide housing for construction labour within the site with all necessaryinfrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, safe drinking water,medical health care, crèche etc. The housing may be in the form of temporary structures to beremoved after the completion of the project.36.2.2 Expansion of Ferro Alloys manufacturing facility at Plot No. 368, Growth Centre, APIIC- Bobbili(Village & Mandal), Vizianagaram Dist. Andhra Pradesh by M/s. Berry Alloys Limited (BAL) -regarding Environmental ClearanceThe project authorities and their consultant, M/s Sri Sai Manasa Nature Tech Pvt. Ltd.,Hyderabad gave a detailed presentation on the salient features of the project and proposedenvironmental protection measures to be undertaken as per Terms of Reference (ToRs) awardedduring the 18 th Meeting of the Expert Appraisal Committee (Industry-1) held on 24 th - 25 th January,2011, for preparation of EIA/EMP. All the Ferro alloy plants are listed at S.No. 3(a) in Primary Metallurgy4
Industry under Category A of the Schedule of EIA Notification 2006 and appraised by the ExpertAppraisal Committee (Industry-1) of MoEF.M/s. Berry Alloys Limited has proposed for expansion of Ferro Alloys Manufacturing Unit at PlotNo: 368, Growth Center, APIIC, Bobbili (V & M),Vizianagaram (D), Andhra Pradesh. The land acquiredfor expansion is 3.42 acres and existing land is 10.0 Acers. Green belt will be developed in 4.43 acres.Total cost of the proposed expansion project will be Rs. 30 Crores and Rs. 2 Crores is allocated forEMP.The following are details of existing & proposed expansion facilities and production Capacities:S. Manufacturingprocess involves smelting of charge materials in submerged arc furnace. Dust extraction system withPulse Jet bag filters will be provided to submerged arc furnace. Water sprinkling system will be providedto control fugitive dust emissions from material handling. Total fresh water requirement for proposedexpansion will be 38.4 KLD, which will be sourced from APIIC. No process wastewater will begenerated. Domestic wastewater will be sent to septic tank followed by dispersion trench. Zero effluentdischarge will be maintained. Ferro-Manganese slag will be reused in Silico-Manganese manufactureand Silico Manganese slag will be used in constructional works. Bag filter dust will be sent to fly ashbrick manufacturing units. Noise absorbing materials will be used in the construction of buildings etc.and less noise generating machinery will be installed. Total power requirement of 132 KVA will be metfrom the substation.Public hearing is not required as per Para 7 (i) III (b) of EIA Notification, 2006 as the project islocated in notified industrial area.After detailed deliberation, the Committee recommended the project for environmental clearancesubject to submission of Gazette Notification of Industrial Area, OHS data of workers & Revised OHSplan, Chemical and Trace Element analysis of Mn Ore and the stipulation of following specific conditionsalong with other environmental conditions:1. No charcoal shall be used as fuel. Pet coke shall be used as fuel instead of charcoal fromunknown sources.2. Continuous monitoring facilities for all the stacks and sufficient air pollution control equipmentsviz. fume extraction system with bag filters, ID fan and stack of adequate height to submergedarc furnace shall be provided to control emissions below 50 mg/Nm 3 .3. The National Ambient Air Quality Standards issued by the Ministry vide G.S.R. No. 826(E) dated16 th November, 2009 shall be followed.4. Secondary fugitive emissions from all the sources shall be controlled within the latest permissiblelimits issued by the Ministry and regularly monitored. Guidelines / Code of Practice issued by theCPCB shall be followed.5
