Naikin Bahal, Tehsil Birmitrapur, District Sundergarh in Orissa by M/s Swastik Ispat Pvt.Limited- regarding TORsThe project authorities and <strong>the</strong>ir consultant, M/s Pioneer Enviro Laboratories & Consultants Pvt.Ltd. gave a detailed presentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project and proposed environmentalprotection measures to be undertaken along with <strong>the</strong> draft TORs for preparation <strong>of</strong> EIA/EMP report. All<strong>the</strong> ferro alloy plants are listed at S.No. 3(a) in primary metallurgical industry under Category-A <strong>of</strong> <strong>the</strong>Schedule <strong>of</strong> EIA Notification, 2006 and appraised by <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) in <strong>the</strong>MoEF.M/s Swastik Ispat Pvt. Limited have proposed for expansion <strong>of</strong> Integrated Steel Plant byinstalling 9 MVA SAF for manufacture <strong>of</strong> Ferro Manganese, Silico Manganese & Pig Iron and 10 MWCaptive power plant (AFBC) at Village Naikin Bahal, Tehsil Birmitrapur, District Sundergarh inOrissa. Total project area is 32 acres and Green belt will be developed in 33% area. The expansion willbe done in <strong>the</strong> existing plant premises only and no additional land is envisaged for <strong>the</strong> proposedexpansion project. No national park/wildlife sanctuary is located within 10 km. River Sankha flows atdistance <strong>of</strong> 3.4 Kms. from <strong>the</strong> plant site. Chandri Reserve Forest, Kaurmunda Reserved Forest arepresent within 10 Km. radius <strong>of</strong> <strong>the</strong> plant site. NH-23 is at distance <strong>of</strong> 0.5 Kms. from <strong>the</strong> plant site.Naikinbahal is <strong>the</strong> nearest habitation at a distance <strong>of</strong> 0.25 Kms. from <strong>the</strong> plant site. The cost <strong>of</strong>expansion project is Rs. 45 Crores.Following is <strong>the</strong> plant configuration:S.NO. Indian coal – 48,000 TPA from Basundhara Collieries or Imported Coal 28,500 TPA fromIndonesia/South Africa will be used in power plant. Power requirement will be met from captive powerplant. Manganese ore along with coke and o<strong>the</strong>r additives will be melted in submerged arc furnace(SAF) to produce ferro alloys. Raw materials will be mixed in a proper proportion before being chargedinto <strong>the</strong> furnace. As <strong>the</strong> charge enters <strong>the</strong> smelting zone, <strong>the</strong> alloy formed by chemical reactionsbetween oxides and <strong>the</strong> reductants being heavy, gradually will settle at <strong>the</strong> bottom. At regular intervals,<strong>the</strong> furnace will be tapped. Liquid metal will be collected in a ladle followed by CI pans and slag will beoverflowed to sand beds. After solidification, <strong>the</strong> cakes will be broken manually to required lump size.Coal will be used as fuel in FBC boiler to generate Power.37
