Secondary fugitive emissions from all <strong>the</strong> sources shall be controlled within <strong>the</strong> latest permissiblelimits issued by <strong>the</strong> Ministry and regularly monitored. Guidelines / Code <strong>of</strong> Practice issued by <strong>the</strong>CPCB shall be followed.5. Regular monitoring <strong>of</strong> influent and effluent surface, sub-surface and ground water shall beensured and treated wastewater shall meet <strong>the</strong> norms prescribed by <strong>the</strong> State Pollution ControlBoard or described under <strong>the</strong> E(P) Act whichever are more stringent. Leachate study for <strong>the</strong>effluent generated and analysis should also be regularly carried out and report submitted to <strong>the</strong>Ministry’s Regional Office at Bhubaneswar, SPCB and CPCB.6. The total water requirement shall not exceed 1.5 m 3 /day. ‘Zero’ effluent discharge shall be strictlyfollowed and no wastewater should be discharged outside <strong>the</strong> premises.7. Efforts shall be made to make use <strong>of</strong> rain water harvested. If needed, capacity <strong>of</strong> <strong>the</strong> reservoirshould be enhanced to meet <strong>the</strong> maximum water requirement. Only balance water requirementshould be met from o<strong>the</strong>r sources.8. Slag produced in Ferro Manganese (Fe-Mn) production shall be used in manufacture <strong>of</strong> SilicoManganese (Si-Mn). All <strong>the</strong> o<strong>the</strong>r ferro alloy slag shall be used in <strong>the</strong> preparation <strong>of</strong> buildingmaterials.9. No Ferro Chrome shall be manufactured without prior approval from <strong>the</strong> Ministry <strong>of</strong> Environment& Forests.10. Risk and Disaster Management Plan along with <strong>the</strong> mitigation measures should be prepared anda copy submitted to <strong>the</strong> Ministry’s Regional Office at Bhubaneswar, SPCB and CPCB within 3months <strong>of</strong> issue <strong>of</strong> environment clearance letter.11. As proposed, green belt should be developed in at least 33 % <strong>of</strong> <strong>the</strong> project area. Selection <strong>of</strong>plant species shall be as per <strong>the</strong> CPCB guidelines in consultation with <strong>the</strong> DFO.12. At least 5 % <strong>of</strong> <strong>the</strong> total cost <strong>of</strong> <strong>the</strong> project should be earmarked towards <strong>the</strong> Enterprise SocialCommitment based on locals need and item-wise details along with time bound action planshould be prepared and submitted to <strong>the</strong> Ministry’s Regional Office at Bhubaneswar.Implementation <strong>of</strong> such program shall be ensured accordingly in a time bound manner.36.3.3 Expansion <strong>of</strong> Cement Plant from 4.5 MTPA to 7.0 MTPA along with Captive Power Plant from 48MW to 78 MW by addition <strong>of</strong> Cement Line-III <strong>of</strong> 2.5 MTPA and CPP <strong>of</strong> 1x30 MW at VillagesKarikkali and Dholipatti, Taluk Vedasandur, District Dindigul in Tamil Nadu by M/s ChettinadCement Corporation Limited - regarding Environmental ClearanceThe project authorities and <strong>the</strong>ir consultant, M/s Pioneer Enviro Laboratories & Consultants Pvt.Ltd., Hyderabad gave a detailed presentation on <strong>the</strong> salient features <strong>of</strong> <strong>the</strong> project and proposedenvironmental protection measures to be undertaken as per Terms <strong>of</strong> Reference (ToRs) awarded during<strong>the</strong> 21 st <strong>Meeting</strong> <strong>of</strong> <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong> (Industry-1) held during 25 th – 26 th March 2011 forpreparation <strong>of</strong> EIA/EMP. All <strong>the</strong> cement plants (more than 1.0 MTPA) are listed at S.No. 3(b) underCategory A <strong>of</strong> <strong>the</strong> Schedule <strong>of</strong> EIA Notification 2006 and appraised by <strong>the</strong> <strong>Expert</strong> <strong>Appraisal</strong> <strong>Committee</strong>(Industry-1) <strong>of</strong> MoEF.M/s Chettinad Cement Corporation Ltd. have proposed for expansion <strong>of</strong> Cement Plant from 4.5MTPA to 7.0 MTPA along with Captive Power Plant from 48 MW to 78 MW by addition <strong>of</strong> Cement Line-III <strong>of</strong> 2.5 MTPA and CPP <strong>of</strong> 1x30 MW along with 6 MW WHRB at Villages Karikkali and Dholipatti, TalukVedasandur, District Dindigul in Tamil Nadu. Total land envisaged for <strong>the</strong> proposed expansion project is132.76 hectares and 33% <strong>of</strong> <strong>the</strong> total plant area will be developed with greenbelt including existing plantarea. No National parks/Wildlife sanctuaries are situated within <strong>the</strong> 10 Kms. radius <strong>of</strong> <strong>the</strong> site.Thoppasamymalai Reserve Forest exist at a distance <strong>of</strong> 7.0 Kms. Kodaganar River is situated atdistance <strong>of</strong> 9.5 Kms. from <strong>the</strong> proposed site. No forest land is involved in <strong>the</strong> proposed project site.47
