The existing plant was granted clearance vide J-11011/196/2007-IA.II(I) dated 26.12.2007. Part<strong>of</strong> <strong>the</strong> existing plant is commissioned and part is under execution. Units already commissioned are (i) 4X 350 TPD DRI kilns, (ii) 2 X 100 TPD DRI kilns and (iii) 170 MW power plant. <strong>the</strong> units under executionare (i) 1 MTPA Coal beneficiation plant, (ii) 2 X 350 TPD DRI Kiln, (iii) SMS comprising <strong>of</strong> Electric arcfurnace: 2 X 100 T, Ladle furnace: 3 X 100 T, Vacuum Degassing Unit: 1 X 100 T, Slab caster: 1 X 1strand, Bloom caster: 1 X 6 strand, (iv) 2 X 550 cum Blast Furnaces, (v) 0.8 MTPA Plate cum Steckelmill, (vi) 0.4 MTPA Bar Mill, (vii) 2 X 75 m 2 Sinter Plants, (viii) 1.2 MTPA Pelletizing Plant, (ix) 1 X 400TPD Oxygen Plant and (x) 70 MW power plant.The proposed additional facilities are (i) Pellet plant: 1.2 MTPA, (ii) Coal beneficiation plant: 4MTPA, (iii) Coke oven (recovery): 1 MTPA, (iv) Lime & Dolomite plant : 2X250 TPD & 1X250 TPD, (v)SMS slag atomization unit, (vi) SMS slag crushing plant, (vii) Power plant (WHRB and CFBC based):100 MW, (viii) Producer gas plant – 1 X 50,750 Nm 3 /h & 2 X 75,000 N m 3 /h, (ix) Cement plant grindingunit: 3 MTPA and (x) Oxygen plant 1X 300 TPD and change in technology for 1.2 MTPA pelletizing plantfrom dry grinding to wet grinding. The raw materials required for various units <strong>of</strong> <strong>the</strong> project will be 0.526MTPA hard coking coal, 0.526 MTPA s<strong>of</strong>t coking coal, 0.287 MTPA non coking coal, 4 MTPA raw coal,0.215 MTPA imported coal, 1.296 MTPA iron ore concentrate, 0.12 LTPA bentonite, 0.4651 MTPA <strong>of</strong>various grades <strong>of</strong> limestone & dolomite, 2 MTPA clinker, 0.15 MTPA Gypsum, 0.205 MTPA slag, 0.637MTPA fly ash and 0.657 MTPA washery reject. Various coals will be imported from Australia, SouthAfrica, Indonesia, SECL & e-auction. Limestone will be imported from Middle East while o<strong>the</strong>r rawmaterials will be from various states <strong>of</strong> India such as Rajasthan, Orissa, Madhya Pradesh etc. Dryquenching will be used in coke oven plantTotal estimated water requirement for <strong>the</strong> proposed facilities will be 1,194 cum/hr. The water willbe continued to be sourced from intake well at Mahanadi River near <strong>the</strong> Raigarh project site and broughtthrough connecting pipelines upto <strong>the</strong> project site. The power demand for <strong>the</strong> proposed plant will be 73MW. Air pollution control equipment such as ESPs, bag filters, scrubbers will be provided and <strong>the</strong>emission <strong>of</strong> pollutants will be restricted within standards. Used oil and oil from oil traps will be sold to <strong>the</strong>authorized recycling vendors.After detailed deliberations, <strong>the</strong> <strong>Committee</strong> prescribed following TORs for undertaking detailedEIA/EMP study:1. Executive summary <strong>of</strong> <strong>the</strong> project2. Photographs <strong>of</strong> <strong>the</strong> existing and proposed plant area.3. Compliance to <strong>the</strong> conditions stipulated in <strong>the</strong> environmental clearance for <strong>the</strong> existing plant.4. Recent monitoring report from SPCB, which shall include data on AAQ, water quality, solidwaste etc. shall be submitted.5. Has <strong>the</strong> unit received any notice under <strong>the</strong> Section 5 <strong>of</strong> Environment (Protection) Act, 1986 orrelevant Sections <strong>of</strong> Air and Water Acts? If so, compliance to <strong>the</strong> notice(s)6. A line diagram/flow sheet for <strong>the</strong> process and EMP7. Coal linkage documents8. A copy <strong>of</strong> <strong>the</strong> mutual agreement for land acquisition signed with land oustees.9. A site location map on Indian map <strong>of</strong> 1:10, 00,000 scale followed by 1:50,000/1:25,000 scaleon an A3/A2 sheet with at least next 10 Kms <strong>of</strong> terrains i.e. circle <strong>of</strong> 10 kms and fur<strong>the</strong>r 10 kmson A3/A2 sheets with proper longitude/latitude/heights with min. 100/200 m. contours should beincluded. 3-D view i.e. DEM (Digital Elevation Model) for <strong>the</strong> area in 10 km radius from <strong>the</strong>proposal site. A photograph <strong>of</strong> <strong>the</strong> site should also be included.10. Present land use should be prepared based on satellite imagery. High-resolution satelliteimage data having 1m-5m spatial resolution like quickbird, Ikonos, IRS P-6 pan sharpened etc.for <strong>the</strong> 10 Km radius area from proposed site. The same should be used for land used/landcovermapping <strong>of</strong> <strong>the</strong> area.11. Topography <strong>of</strong> <strong>the</strong> area should be given clearly indicating whe<strong>the</strong>r <strong>the</strong> site requires any filling. Ifso, details <strong>of</strong> filling, quantity <strong>of</strong> fill material required, its source, transportation etc. should begiven.12. Location <strong>of</strong> national parks / wildlife sanctuary / reserve forests within 10 km. radius shouldspecifically be mentioned. A map showing land use/land cover, reserved forests, wildlifesanctuaries, national parks, tiger reserve etc in 10 km <strong>of</strong> <strong>the</strong> project site.25
