Major strategies outsideDWCD include the allotment and provision<strong>of</strong> housing title deeds (hakku patras) forwomen only under government sponsored, lowincome-housing programmes and a 30 per centjob reservation for women in all direct recruitmentsby the government and PSUs after 1996. Over8,00,000 women are now sole home-ownersunder the government fi nanced Ashraya andAmbedkar housing programmes. In a patriarchalsociety, few women own or inherit assets such asland and houses, hence the government’s policy,which has enabled a large class <strong>of</strong> poor women tobecome homeowners, is truly remarkable. About 50per cent are Scheduled Caste and Scheduled Tribewomen. With reference to recruitment, out <strong>of</strong> the45,018 sanctioned posts in 85 departments and72 Boards and Corporations, 13,204 posts havebeen reserved for women and the quota has beenslightly over-fulfi lled, which is commendable.In the next section, we will look at policyapproaches to strengthening women’s economiccapabilities and political participation, as well asaddressing violence against women.Enabling economic developmentFour broad features distinguish the approachtaken by the state government during the lastdecade or so to strengthen women’s access toincome and economic resources. These include(i) a strong emphasis on the self-help group(SHG) model; (ii) a clear focus on poor, Dalit andtribal women as those most in need, along withwomen with disabilities or victims <strong>of</strong> violence;(iii) a recognition that women in the districts <strong>of</strong>Hyderabad Karnataka and Bombay Karnatakaneed special attention; and (iv) the use <strong>of</strong> thelanguage <strong>of</strong> empowerment.The Women and Child Development department’s(DWCD) fl agship scheme, Stree Shakti, waslaunched during 2000-01. Under this scheme,1,00,000 self-help groups based on thrift and creditprinciples were formed at the village level througha network <strong>of</strong> 40,300 anganwadi workers.
