CHAPTER 2Karnataka Human Development Report 2005Human Development in KarnatakaThe basic purpose of development is to enlarge people’s choices. In principle, these choices can be infi niteand can change over time. People often value achievements that do not show up at all, or not immediately,in income or growth fi gures: greater access to knowledge, better nutrition and health services, moresecure livelihoods, security against crime and physical violence, satisfying leisure hours, political andcultural freedoms and sense of participation in community activities. The objective of development is tocreate an enabling environment for people to enjoy long, healthy and creative lives.Mahbub ul HaqIntroductionIt is now widely acknowledged that conventionalmeasures of well-being such as per capita grossdomestic product or consumption expenditure orpoverty ratios do not capture the broader aspects ofhuman capability. Important as it is, high economicgrowth does not automatically translate intobetterment of the lives of all people, especially if thebenefi ts of that growth are not accessible to largesections of the population. The experiences of certaincountries and states in India reveal that despitesignifi cant achievements in economic development,the proportion of people below the poverty linecan actually increase, instead of dwindling asenvisaged, or there might only be a small modicumof improvement in their status.Human development: Concept andmethodologyThe economic growth model of development wascontested by the UNDP in its fi rst Human DevelopmentReport 1990, which reiterated that people, not things,are the wealth of nations, and it is they who shouldbe the focus of a development directed to ‘expandingtheir choices’. Three basic capabilities were identifi edas prerequisites to a life that is rich with potential andthe fulfi llment of one’s aspirations: the capacity to leadlong and healthy lives, access to knowledge and thelimitless vistas that it opens to the questing mind, andthe ability to ensure for oneself a reasonably goodstandard of living.
