Hence, any analysis<strong>of</strong> public spending on human developmentmust go beyond the four ratios and factor inper capita public expenditure as well. Although,in Karnataka, absolute expenditure on socialsector and human priority areas as a proportion<strong>of</strong> both GSDP and total public expenditure hasdeclined, there has been an increase in per capitapublic expenditure at constant prices over the1990s level (Table 3.1.6). In fact, Karnatakahas had one <strong>of</strong> the highest growth rates <strong>of</strong> percapita public expenditures in the 1990s. Between1990-91 and 2001-02, Karnataka registeredthe highest percentage increase in per capitapublic expenditure among the 14 major states(Table 3.1.7). As a result, the state has movedup to the fourth place in 2001-02 from the ninthplace in 1990-91 in terms <strong>of</strong> per capita publicexpenditure. Similarly, the percentage increasein per capita social sector expenditure and percapita human priority expenditure in Karnatakawas next only to that <strong>of</strong> Gujarat and Maharashtrain the 1990s.
