Section III: Rent Supplement and Rental Assistance Payment Projectsexpiration or termination. This figure may be higher than the number of activelybilling units.Number of non-Rent Supp/RAP units at the property. If the conversion involves apreservation prepayment in an eligible low-income housing project, as definedabove in Section 3.4(C), "Eligible Units," the <strong>RAD</strong> request may include unitsoccupied at the time of the <strong>RAD</strong> conversion by residents who would otherwisereceive EVs as a result of the mortgage prepayment. The request must list thetotal number of EV units proposed for conversion (subject to income eligibility asdetermined by the PHA).Supportive services. The statement must clearly identify if more than 50 percent ofthe units in the project are proposed for conversion to PBVs. If the assistance inmore than 50 percent of the project units is proposed for conversion to PBVs andthe project is a family project (not an elderly and/or disabled project) therequirements stated in Section 3.5(A) must be followed concerning supportiveservices.Conversion of selected units in project. If the assistance in more than 50 percentof the units at a family project is eligible for conversion to PBVs, but thehouseholds will not receive supportive services, only the assistance in 50 percentof the units may be converted to PBVs. For example, if the property has 100 units,75 units are covered by a Rent Supp contract that is expiring, and the owner is notproposing that the residents receive supportive services, only 50 of the units mayreceive assistance through the PBV contract (the other 25 households wouldreceive TPVs). In such a case, the owner must clearly identify the specific unitswhere assistance is to be provided in the form of PBV assistance rather than TPVassistance. Because not all assistance at the project will convert to PBVs, andbecause the owner is proposing to convert assistance for some, but not allhouseholds, the owner must, in such a case, receive consent of all householdswhere assistance is proposed for conversion to PBVs, following the guidelines forRetroactive Conversions in Section 3.7 of this <strong>Notice</strong>. The signed consent forms,as discussed in Section 3.7 of this <strong>Notice</strong>, must be submitted with the owner’sapplication to <strong>RAD</strong>@hud.gov for the prospective conversion.B. Resident Notification and CommentThe owner must provide evidence that resident notification and comment proceduresdescribed in 3.6, above, have been met. The <strong>RAD</strong> conversion request must include a copyof the notification letter, the date of the resident briefing and the names and titles ofparticipating HUD staff, copies of all comments received, and a description of how the<strong>PIH</strong>-<strong>2012</strong>-<strong>32</strong> (HA) Rental Assistance Demonstration – Final Implementation 133
